What are “Pinch Points” • Pinch Points are areas identified on the Highways Agency network of roads that experience high levels of congestion • The Pinch Point Programme (PPP) was set-up as part of the Government’s initiative to deliver improvements to the strategic road network and promote improved traffic flows and stimulate economic growth • The Highway Agency was allocated £300m to deliver these improvements during the period 2012-2015 • As the service provider for Area 10, Balfour Beatty Mott McDonald are charged with delivering the scheme

  3. A55/A483 Pinch Point • A55/A483 junction is an essential connection between North Wales and northwest England Existing problems include: • congestion at the junction • significant queues and delays at peak times • safety issues • accidents associated with the existing layout

A55/A483 Pinch Point - Improvements Improvements being introduced include: • Providing additional lanes on Posthouse Roundabout • Providing additional lane on A55 Westbound exit slip • New traffic signal junction at Rough Hill • Change roundabout to traffic signals at Wrexham Road • Installation of a new footbridge • Improved street lighting and barriers Timescale – September 2014 to March 2015

Timescales From 15th September 2014 to 31st March 2015 • Phase 1 – Install New Traffic Signals With Right Turn Into Rough Hill – September 15th to October • Phase 2 – Remove Wrexham Road Roundabout and Install New Traffic Signals – October to January • Phase 3 – New Footbridge Across the A55 – November to Christmas • Phase 4 – Widening on Roundabout and Slip Road – January to March

Phase 1 – Rough Hill • Timescale – From September 2014 to October 2014 • Works – Installation of traffic signals with right-turn facility into Rough Hill • Road Closures – Overnight closures of A483 between J7 and A55 J37 from Monday to Friday 9pm to 5am (7am at weekends if needed) • Diversions will be signed well in advance

Phase 2 – New Pulford Junction • Timescale – October 2014 to January 2015 • Works ; • Removal of roundabout • New drainage system • Raising of carriageway levels • Installation of new signalised junction • Road Closures – Overnight closures of A483 between J7 and A55 J37 from Monday to Friday 9pm to 5am (7am at weekends if needed)

  14. Important Information for residents in Pulford and Rossett • Whilst this junction is being constructed there will be; • No exit from Wrexham Road onto the A483 • No right turn into Wrexham Road from the A483 • Access to the A483 will be via J7 at Rossett • We know this may cause problems for residents but the drainage works we need to carry out cannot be done safely any other way • We are building a new link from the A483 into Wrexham Road to maintain access throughout the day

Phase 3 – New Footbridge • Timescale – November 2014 to December 2014 • Works – Installation of new footbridge for pedestrians and cyclists across the A55 • Road Closures - Overnight closures of A55 between J35 and J38 from Monday to Friday 9pm to 5am (7am at weekends if needed) • Diversions will be signed well in advance of the closures

Phase 4 – Roundabout and slip roads • Timescale – January 2014 to March 2015 • Works – Widening of lanes and reconfiguration of existing roads • Road Closures – Partial overnight closures of A55/A483 from Monday to Friday 9pm to 5am (7am at weekends if needed) • Diversions will be signed well in advance of the closures

Phase 4 – Roundabout and slip roads • Timescale – January 2014 to March 2015 • Works – Widening of lanes and reconfiguration of existing roads • Road Closures – Partial overnight closures of A55/A483 from Monday to Friday 9pm to 5am (7am at weekends if needed) • Lane closures on A55 Westbound exit and the A55 mainline • These lane closures may increase queues slightly during construction but they are necessary for safety, both yours and ours
