Poznań is one of the oldest and largest cities in Poland. • Historical capital of the Wielkopolska Region, where the Polish State was born 1000 years ago. Today, Poznań is an important centre for trade, services, industry, culture, higher education and science. It is also among the leading Polish cities in terms of its economy. • One of the main academic centres in Poland. It has 27 schools of higher education (including 8 state schools) with almost 138k students. • Appreciated for its research and technical professionals qualified in many areas, such as biotechnology, genetics and operational research and their application in computing. • Economy is dominated by commerce, financial services, educational services and the real estate market. Business activity (especially SMEs) it is very high. • 70% of Poznań's employed inhabitants work in services (46% of them in market services) and 28% in industry and construction. • Unemployment rate: 3.5% in December, 2010
The Development Strategy for the City of Poznan to 2030 was adopted by Poznan City Council on the 11th of May 2010 • The main elements of the Development Strategy for the City of Poznan are vision and mission, strategic goals, objectives and programmes. • Vision – presents the desired image of the city in all vital dimensions of its development. The vision refers to major challenges facing the city. • Mission – describes the principles and values adopted by entities realising the vision if the city’s development , and the primary method of its realisation. • Strategic goals – determine the long-term direction of the city’s development for the realisation of its vision. • Objectives – elaborate upon the strategic goals, and their execution conditions the achievement of strategic goals. • Programmes – include projects and tasks for one or several areas of the city’s functioning and serve the purpose of execution of objectives.
STRATEGIC GOALS of the Development Strategy for the City of Poznan to 2030 The main elements of the Development Strategy for the City of Poznan are vision and mission, strategic goals, objectives and programmes. • STRATEGIC GOALS • Development of an innovative economy and improving the city's investment appeal • Increase in the City’s importance as a centre of knowledge, culture, tourism and sports • Improving the quality of life and the appeal of the city and its architecture • Creation of the Poznan Metropolis
JESSICA IN WIELKOPOLSKA REGION • In Wielkopolska Region the Marshal’s Office (Managing Authority) decided that JESSICA initiative is implemented under 2 Measures of Wielkopolska Regional Operational Programme: • Measure 1.4“Support for the Investments linked to Regional Strategy for Innovation”, Scheme III: ”Investment in support of businessenvironment institutions in urban areas”. • Measure 4.1”Revitalisation of urban areas” • Total allocation for JESSICA –66 264 706 euro out of which 50 875 000 euro come from ERDF and 15 389 706 is state budget contribution • 60% of allocation dedicated to cities above 50 000 inhabitants. • 10 mln EUR for financing urban projects of business support institutions • First JESSICA Urban Development Fund agreement with Bank Gospodarstwa Krajowego was signed on 29th October 2010 in Poznań.
WIELKOPOLSKA URBAN DEVELOPMENT FUND • BGK (Bank Gospodarstwa Krajowego) is a state-owned bank, with its primary objective being to provide banking services for the public finance sector, in particular through supporting government economic programs, as well as local government and regional development programs implemented with the use of public funds, including those of the European Union. • Up till now 19 application concerning urban projects have been submitted in the framework of JESSICA • 5 contracts were signed for the project concerning: • Regeneration of the urban space in the centre of Leszno • Incubator of entrepreneurship in Poznań • Office centre “Podwale” in Poznań • Cultural centre in Koźmin Wielkopolski • Conference and training centre in Ostrów Wielkopolski
WHAT PROBLEMS ARE THERE? • For public bodies (municipalities in Wielkopolska Region): • Fear of risky investments –fear of increasing debt level of the municipal budget (maximum 60% of yearly municipal budget) • Lack of regeneration instruments at the goverment level (no possibility of control over the level of prices of estate at the regenerated areas) • Lack of specialised units/bodies to manage projects financed from financial instruments • For private investors: • JESSICA - “additional” instrument for very commercial projects (regeneration aspect is marginal) • Administrative difficulties • For public and private bodies: • No link between the loans and effects of the Municipal Regeneration Programmes (idea: the „owner” of the MRP should be the responsible for choosing projects) • Dotation (grant ) system still more attractive than loans • Some pproposed investments are poorly calculated – disproportional in comparison with the size of the city / needs of the inhabitants • Fear of Public Private Partnerships – badly constructed law
WHERE DOES POZNAŃ WANT TO BE IN THREE YEARS TIME? • On the way to our „VISION FOR 2030”:‘Poznań as a metropolitan city with a strong economy and high quality of life that bases its development on knowledge.’ • Ready for absorption of the new financial resources for the EU Structural Funds 2014 – 2020 to implement sustainable urban investments • Ready to use the money for integrated investments encompassing grants and revolving instruments • Ready to cooperate with different agencies and members of the Poznań Agglomeration to prepare and implement common integrated projects
HOW CAN „CSI EUROPE” NETWORK HELP? • IN THE CITY OF POZNAŃ WE ARE LOOKING FORWARD TO • Exchanging knowledge and experience with partner cities from the EU in the above mentioned areas • Preparing Local Action Plans with our local partners including concepts of common integrated projects that could be implemented in 2014 - 2020 • Involving and cooperating with our Managing Authority in Wielkopolska Region
