Background • Eligibility • Non-profits: 501(c)3 not required. • Must have a DUNS number (fedgov.dnb.com/webform). • Except community coalition groups. • CANNOT accept applications from individuals or for-profit entities. • Previous recipients eligible, but preference to new/not recent recipients.

Background • NCVRW Resource Guide • Contents • Victimization statistics. • Special event ideas. • Camera-ready art files. • A motivational DVD. • Customizable posters, including the NCVRW theme poster. • Not produced or distributed by NAVAA. • All applicants will receive copy. • Should be available early 2015.

General Instructions • Must use provided forms only. • Complete allsections. • READ THE APPLICANT GUIDE! • No additional pages, information or letters of support. • Copy and retain copy of application. • Must be received by Friday, August 1, 2014. • Will be acknowledged by email within a few days.

Application Tips • Read and follow Applicant Guide! • Do not exceed allowable number of words for each narrative question. • Can copy and paste into the form. • Do not get fancy with bullets or special characters. • Be concise. • Avoid unnecessary superlatives. • Focus only on the specific proposal (what is being funded). • Provide only the information requested. • Be mindful of what is and is not allowable. • Check your math.

Allowable Uses • Design, production and purchase of mass media advertising. • Design, production and distribution of printed materials. • Purchase of promotional giveaway items (trinkets) • Must contain NCVRW related message. • Cannot exceed $20/unit (including setup and shipping). • Recognition awards (not exceeding $50/each) • Event speakers • Fee cannot exceed $650/day total. • Reasonable travel expenses • per agency policy • Not to exceed Federal Travel Regulations • GSA per diems (www.gsa.gov/perdiem)

Allowable Uses • Consumable supplies/commodities. • Rental/lease of essential equipment. • Equipment has expected life of more than one year. • No purchase of equipment unless demonstrated that equipment: • Cannot be borrowed or donated and • Purchase is more economical than rental/lease. • Rental of space/AV. • Combined space/AV cannot exceed $25/person/day. • Need to document comparison of at least three facilities.

Unallowable Costs • Agency salary or staff time. • Agency organizational administrative, indirect or overhead costs. • Any food, beverages or refreshments. • Entertainment, including attractions to induce attendance at events. • Fundraising activities. • Bar charges or alcoholic beverages. • Monetary gifts, cash prizes or gift cards. • Professional training. • Lobbying. [unallowable items will not be reimbursed even if included in an approved budget.]

Reminders • No food or beverages • If donated, must be clearly identified. • Space • Need at least three bids. • Combined cost of space/AV cannot exceed $25/person/day. • Promotional Giveaway items • Must contain a message related to NCVRW. • Cannot exceed $20/unit including setup and shipping. • Prizes • No cash or gift cards. • Recognition awards cannot exceed $50 each including setup and shipping. • Speakers • Fee cannot exceed $650/day, including non-Federal funds • Program Income • Any fee or charge to attend or participate in NCVRW CAP event. • Must be approved in advance; requires separate accounting. • Must be used for NCVRW CAP project or reduce federal funding.

Scoring and Selection • Scoring • Experience in victims’ issues 5 points • Project narratives 30 points • Budget 20 points • Use of NCVRW theme, logo and colors 10 points • Collaboration 20 points • Victim/survivor involvement 15 points • Additional considerations • Extent to which project addresses rights and services to victims of all types of crimes. • Funding at least one project in each state. • Funding new or not recently funded projects. • Recommendations by NAVAA, final decision by OVC. • Anticipate decisions by end of October. • All applicants will be notified of funding decision.
