CPMR, SET UP IN 1973 ON THE BASIS OF A THREE FOLD OBSERVATION • Need for greater involvement of the Regions in European integration • Disparities in competitiveness between the central part of Europe and its peripheries • Insufficient enhancement of Europe’s maritime interfaces

Transport Policies What are we doing ? • Lack of maritime ambition in the EC proposals to meet EU commitments on carbon emissions. CPMR offers to assist the European Commission in developing a new EU instrument to support Short Sea
TEN-T/CEF and neighbourhood • The CPMR notes the limits regarding the intervention of the CEF outside the EU. Consistent with its high expectations vis-à-vis the EU’s policy towards its neighbours, it should mobilize for a better consideration of neighbouring, pre-accession and candidate countries in EU transport infrastructure policy.

Neighbourhoods, Macroregional strategies SINOP DECLARATION • 22 June 2012 in Sinop, Turkey: “More 4 More”- More support for the Black Sea Strategy, More activities in the Adriatic, More coherence between macro-regions and neighbourhood programmes, More Regional involvement at EU level !

A Key priority for BBSRC : participate to the ENI Black Sea Basin Program 2014-2020 • Partnership with the Joint Management Authority • Lobbying the AFET Committee in European Parliament • Proximity with DG Devco • Launching a BBSRC technical committee
VASCO DA GAMA for boosting the maritime economy (“bluegrowth”) • Boostingbluegrowthcannotbedonewithoutinvesting in jobs • In 2010 in Aberdeen, the CPMR launched Vasco da Gama, an umbrella initiative contributing to this objective • European regions usually have significant powers in the fields of education and training.
Design and implementation ofVasco da Gama • 1 - Establishing a geographically balanced core network of partners • 2 – Preparing responses to EU calls for projects (now) • 3 – Next steps : Vasco da Gama as a label - regional implementation in Sea Basins
2 – Preparing responses to EU calls for projects (now) • Leonardo multilateral network: proposal prepared in January 2013, currently under evaluation. “Vasco da Gama -Training and Employment in Ports”, gathering 13 partners from 6 Regions from 5 different EU Member States and from various European sea basins (Atlantic, Channel, Baltic, Mediterranean). • DG Move call for proposals with a view to introducing mobility in the field of maritime transport : CPMR response currently being finalized, named “Vasco da Gama: Training for greener and safer maritime transport”
