  3. Sterlington to Bastrop:Build New 115kV Line Scenario: • The 115kV transmission system in northeast Louisiana is primary served by generation located at Sterlington. This load area encompasses eight substations with a total peak load of approximately 200 MW. • The loss of the Sterlington to Bastrop 115kV line, which results in a separation of load from the generation source, will result in low voltage levels from Bastrop to Oak Grove to Darnell. A potential overload is projected on Oak Grove to Galion in 2007. The remaining source to the area is Baxter Wilson generation, which is approximately 100 miles from the farthest isolated load. Recommended Solution: • Tap the Crossett North – Sterlington 115 kV line by constructing about 7 miles of double circuit 115 kV line into North Bastrop. • Install 3 breakers at North Bastrop substation with room for 4th breaker; each breaker to be connected to lines from Sterlington, North Crossett, and Oak Grove/Log Cabin/Bastrop. • Proposed In-Service Date: 2009 Estimated Cost: $15 MM

NW Louisiana/South Arkansas Voltage Support Plan Scenario: • The following single contingencies cause low voltage in the extreme southwestern corner of the EAI service territory: • Loss of the Magnolia East - McNeil line segment • Loss of the Magnolia Steel - Magnolia East line segment • Loss of the Magnolia Steel - Kerlin S.S. line segment • In addition, low voltage concerns propagate into north Louisiana (Lucky substation), for a loss of any of the following lines: • 115 kV line from Carroll to Ringgold • 115 kV line from Truss to Vienna • 115 kV line from Vienna to MT. Olive • 115 kV line from SpringHill to Taylor • 115 kV line from Haynesville to Emerson • 115 kV line from Danville to Jonesboro • Capacitor bank additions do not provide sufficient improvement to this region. • The transmission grid performance can be improved by delivering a high voltage source into the Sarepta area. Sarepta resides close to the El Dorado-Longwood (AEP-West) 345 kV line. Recommended Solution: • Build a new 345/115 kV tie at Sarepta 115 kV substation and install a 21.6 MVAR capacitor bank at Emerson. • Upgrade of 115kV line from Minden to Minden Bulk • Install a 36 MVAR cap bank at Lucky (Conditional on Grambling-Winnfield Reenergize 230 kV Line completion) • Install a 28.8 MVAR cap bank at Vienna • Proposed In-Service Date: 2010 Estimated Cost: $24 MM

  9. Red Gum Area 115kV Voltage Improvement Plan Scenario: • The Red Gum area is served by substations that average 20 mile distances between them. With the lack of limited generation sources in the area combined with the distance between stations, and Natchez generator not being in service low voltage levels are expected. • For the loss of Alto-Swartz or Swartz-Winnsboro line, low voltages are expected at substations south of Winnsboro substation and west of the Mississippi River in addition to overload on line Standard-Red Gum. Recommended Solution: • Re-energize Black River – Midway at 115 kV. • Increase capacitor bank at Winnsboro to 36 MVAR. • Increase capacitor bank at Wisner to 32.6 MVAR • Install one 115 kV circuit breaker at Black River with protection for two line terminals (one looking toward Standard and Beaver Creek, the other looking toward Red Gum and Plantation). • Relay modifications will be needed at Red Gum, Plantation, Black River, Beaver Creek (Cleco station) and Standard. • Communication equipment for a redundant blocking scheme for the 3 terminal line would be needed. • Proposed In-Service Date: 2010 Estimated Cost: $3.2 MM

  11. Grambling–Winnfield Reenergize 230 kV Line(Danville-Hodge Alternative) Scenario: • Contingency: The loss of the Danville to Hodge 115kV line causes low voltages from Hodge to Sailes. Recommended Solution: • Re-energize idle Danville – Winnfield 115 kV Line. • Convert the existing Danville – Winnfield 115 kV line to 230 kV operation. • Construct 230/115 kV substation east of Hodge; move auto from Danville (eliminate Danville as a step-down station) • Install a 230kV breaker bay at Winnfield and the new substation • Proposed In-Service Date: 2011 Estimated Cost: $12.5 MM
