  2. Developments in the Main Pillars of Better Regulation (BR): • Impact Assessment • Measuring Administrative Burden • Simplification • Screening • Further Initiatives

BR - The 2005 Initiatives: • Action Plan on Simplifying and Improving the Regulatory Environment (COM(2002)278) • New Impetus with the Lisbon Agenda: The Commission´s Communication on Jobs and Growth (COM(2005)97) • >>> Strengthening the assessment of future EU-legislation & existing Community law

Impact Assessment (IA) • Assessment of all initiatives in the Commission‘s legislative working programme • Revised IA Guidelines (SEC(2005)791) - Analysis of different policy options for achieving the objective of an initiative - „Integrated approach“: Analysis of economic, social and environmental impacts • IA in the day-to-day work of the EC-institutions: Guidance „Handling of IA in Council“

  5. Measuring Administrative Burden • Context: Impact Assessment/Simplification • A Common Methodology on Measuring Administrative Burden COM(2005)518 • Pilot projects • Quantitative targets for reducing administrative burden (Non-paper of the AT-Presidency)

Measuring Administrative Burden • Standard Cost Model: NL, DK, N, S, UK, CZ, F, EE, D, A: Information requirements of a company (x) costs of labour • EU-Net Model: - Net costs for information and reporting requirements incurred by enterprises, the voluntary sector and public authorities - Microeconomic approach: Assessing administrative costs imposed by individual pieces of legislation

Simplification • A Strategy for the Simplification of the Regulatory Environment (COM(2005)535) • Three years programme to simplify the acquis communautaire (222 pieces of basic legislation & 1400 related legal acts) • Repeal, Codification, Recasting or Modification of EU regulation • Continuous sectoral assessment (Kick off: cars, waste and construction)

  8. „Screening“ • Screening of 183 proposals pending before the EU legislator (since before January 1, 2004) - Increase of competitiveness - Impact of the proposal - Potential for realisation - Rendered obsolete? • Result: Withdrawal of 67 pending proposals (Communication: OJ C 64/3)

  9. Ongoing Challenges • Embedding IA in the day-to-day work of the institutions: „Guidance on handling IA“ • Implementing the Common Methodology on Measuring Administrative Burden – establishing quantitative targets? • A Common Approach to Training on Impact Assessment • Subsidiarity and Better Regulation • Reinforcing BR at Member States‘ level (National Reform Programmes)
