Overview of agricultural monitoring • Mandates & responsibilities • The Ministry of Agriculture and Livestock (MAL), whose role is to promote sustainable agricultural productivity, to ensure food security, income generation, creation of employment opportunities and poverty reduction. b) Organizational/Institutional arrangements • The Mapping & Remote Sensing (MRS) unit of Land Husbandry (LH) section in the Dept of Agriculture (DoA) is responsible for agricultural land mgt information system

d) Capacity & infrastructure • Capacity is low due to inadequate skilled personnel in GIS and remote sensing at most levels except at the National HQs • GIS labs have been established at Nat HQs and in 9 of the 10 provinces of Zambia and in the process of fully equipping them e) Resourcing • The Govt of Republic of Zambia is responsible for financing the GIS labs
2. Agricultural Monitoring System • a through c of the agric monitoring system are areas that are not being tackled by MRS unit. However the Central Statistical Office (CSO) in conjunction with MAL conduct crop forecast to estimate yield of crops and determine food balance of the country for planning of strategic reserve d) Status • Semi-operational (system off when staff are out of duty station) • There is high demand for products and services • However, MRS unit cannot meet the users’ demand for products & services
e) Infrastructure, capacity and resourcing Infrastructure • Lab and equipment at Nat. HQs(computer/receiving dish). Capacity • Low capacity (no staff). Potential exists for the demand of products and services of MRS. Internet is very poor and unreliable (access to products on the web platform is extremely difficult)
f) Gaps and constraints The main obstacles facing the MRS in Zambia include: • Staff shortage/movements; • Lack ICT experts; and • Limited MRS skills
