  2. Rule 1146.2 – Emissions of Oxides of Nitrogen From Large Water Heaters and Small Boilers • The Rule Applies to: 75,000 – 2,000,000 Btu/hr • Type 1 75,000 – 400,000 Btu/hr • Type 2 >400,000 – 2,000,000 Btu/hr

  3. Requirements for Manufacturers • January 1, 2000 – No manufacture or sales of new Type 2 units (400,000 – 2,000,000 Btu/hr unless: • Certified by AQMD to meet: NOx – 30 ppm or less at 3% O2, dry CO – 400 ppm or less at 3% O2, dry

  4. Requirements for Manufacturers – con’t. • January 1, 2002 – No manufacture of new Type 1 units (75,000 – 400,000 Btu) unless: • Certified by AQMD to meet: NOx = 55 ppm or less

  5. Requirements for Existing Equipment • July 1, 2002 - Units manufactured before January 1, 1992 (>1MM- 2MM Btu/hr) • Modified (retrofitted) or demonstrate to meet: • NOx – 30 ppm or less at 3% O2, dry • CO = 400 ppm or less at 3% O2, dry

  6. Requirements for Existing Equipment – con’t • January 1, 2005 - Units manufactured after January 1, 1992 (>1MM – 2MM Btu/hr) • Modified (retrofitted) or demonstrate to meet: • NOx – 30 ppm or less at 3% O2, dry • CO = 400 ppm or less at 3% O2, dry

Requirements for Existing Equipment – con’t • January 1, 2006 - Units >400,000 - 1,000,000 Btu/hr • Modified (retrofitted) or demonstrate to meet: • NOx – 30 ppm or less at 3% O2, dry • CO = 400 ppm or less at 3% O2, dry • Units 400,000 Btu/hr or less can operate until replaced by a compliant unit

  8. Certification - Manufacturers • Use independent testing lab using District protocol • Mail test report to: • Moustafa Elsherif 21865 Copley Drive Diamond Bar, CA 91765-4182 • Upon approval of the source test, a certification letter will be issued to the manufacturer • Manufacturer required to display certification on the boiler • All manufacturers and their certified models will be posted on AQMD website www.aqmd.gov/rules/doc/r1146/r1146table.html

  9. Retrofitting Existing Boilers • Use independent testing lab using District protocol • Mail test report to: • Moustafa Elsherif 21865 Copley Drive Diamond Bar, CA 91765-4182 • Upon approval of the source test, a certification letter will be issued to the owner

  10. Retrofitting Existing Boilers – con’t • Other requirement for a pre-certified burner • The owner can use Method 100.1 to determine NOx and CO emissions • Using pre-certified burner to same model boiler • The owner can use analyzer to determine the NOx and CO emissions

  11. Derating • Applicant must obtain a derating certificate from the manufacturer or contractor to show how they achieved the derating and the new derating rate

  12. Exemptions • From Rule 1146.2 • Heaters/Boilers used in recreational vehicles • Heaters/Boilers used in mobile homes • Heaters/Boilers at RECLAIM facilities • Tankless water heaters • From the Requirements • Any residential unit (4 units or less) • Heaters/Boilers using 9,000 therms per calendar year (The Gas Company record or the use of a non-resettable hourly meter)

  13. Rule 222 – Filing Requirements For Specific Emission Sources Not Requiring A Written Permit Pursuant to Regulation II • Water Heaters/Boilers 1MM to 2MM Btu/hr • The Rule requires a one time filing of Form 222-B for each new certified boiler and a fee of $123.00 per boiler • Retrofitted boiler are required to submit a annual renewal fee
