  7. Link to Road Safety (1) • Approval: vehicle has to meet highest required safety standard • Registration: • Definition:administrative authorisation for the entry into service in road traffic • Main criteria: vehicle to be approved and in a roadworthy condition • Any introduction of a new safety feature is linked to the date of first registration

  8. Link to Road Safety (2) • Roadworthiness test • Periodic Technical Inspection (PTI): Continuous Compliance, keep the level of vehicle safety • Roadside Technical Inspection: Keep the safety level continuous and not for the day of the PTI only

  9. Link to Road Safety (3) • Vehicle Re-calls • For safety related defects • Enforcement of repair • Vehicles in a not roadworthy condition shall be out of service in road traffic!

  10. Content • Vehicle Administration • Link to Road Safety • Changes in EU Legislation • Continuous Compliance • Data and Information • Actions

  11. Changes in European Legislation • Amendment of Directive 2009/40/EC on Roadworthiness Tests for Vehicles and their Trailers • Amendment of Directive 2000/30/EC on Roadside Technical Checks for Commercial Vehicles Circulating in the Union

Directive 2009/40/EC • Amendment of Annex II • Introduction of inspection certificate • New testing items on modern electronic safety systems (Not comfort systems!) • First step based on check of MIL only • Member States may use scan tools (~ field test) • Testing methods for each of the items • Examples of failures for each of the items • No assessment of failures (» Commission Recommendation)

  13. Changes to Directive 2009/40/ECTest Certificate Roadworthiness certificates issued in case of mandatory periodic vehicle tests shall cover at least the following elements: 1 VIN number 2 registration plate number and country symbol of state of registration 3 place and date of the test 4 odometer reading at time of the test if available 5 vehicle class if available 6 identified defects (it is recommended to follow the numerical order of Paragraph 5 of this Annex) and its category 7 overall assessment of the vehicle 8 date of next periodical test (if this information is not provided by other means) 9 name of inspection organisation and signature or identification of the inspector responsible for the test

  14. Changes to Directive 2009/40/ECNew test items • New testing items on modern electronic safety systems (Not comfort systems!) • First step based on check of MIL only • Member States may use scan tools (~ field test) • Anti-lock Braking System (ABS) • Electronic Brake System (EBS) • Electronic Power Steering (EPS) • Electronic Stability Control (ESC) • Safety Belt Load Limiter • Safety Belt pre-tensioner • Airbag • SRS Systems

  15. Directive 2000/30/EC • Amendment of Annex I • Include VIN number one report per vehicle • Checklist in line with Annex II of Directive 2009/40/EC • Reverse side with all possible test items for easy marking of detected deficiencies • Amendment of Annex II • Brakes and exhaust emissions only • In line with Directive 2009/40/EC

  16. Content • Vehicle Administration • Link to Road Safety • Changes in EU Legislation • Continuous Compliance • Data and Information • Actions

  17. Continuous Compliance Shared responsibility: • Vehicle manufacturer • Vehicle owner • Authorities

  18. Continuous Compliance • At type – approval vehicles have to fulfil highest safety standards • Type approval requirements contain test methods and set levels of efficiency • Type approval requirements do not give technical design solutions  PTI has to consider all safety equipment that was installed when the vehicle was brought into service + retrofitting requirements

  19. Continuous Compliance • Need for further technical data of each single vehicle • Regulation EC - 715/2007 Requires vehicle manufacturer to make all data for service and inspection available as of January 2009

  20. Continuous Compliance Regulation EC - 715/2007 Article 6 Manufacturers’ obligations 1. Manufacturers shall provide unrestricted and standardised access to vehicle repair and maintenance information to independent operators through websites using a standardised format in a readily accessible and prompt manner, and in a manner which is non-discriminatory compared to the provision given or access granted to authorised dealers and repairers.

  21. Continuous Compliance The information referred to in paragraph 1 shall include: (a) an unequivocal vehicle identification; (b) service handbooks; (c) technical manuals; (d) component and diagnosis information (such as minimum and maximum theoretical values for measurements); (e) wiring diagrams; (f) diagnostic trouble codes (including manufacturer specific codes); (g) the software calibration identification number applicable to a vehicle type; (h) information provided concerning, and delivered by means of, proprietary tools and equipment; and (i) data record information and two-directional monitoring and test data.

  27. NEW APPROACH • Information availability wherever needed • national databases: for registration, for roadworthiness testing and for end of life certificates databases on national level • international database: for type-approval the existing database should contain all COC documents, including single approved vehicles as well as approvals of technical changes to vehicles + necessary technical information for vehicle testing. • interconnection of databases: both national as well as international databases should be interconnected that data between type approval, registration, roadworthiness tests and end of life certificates can be exchanged by electronic means. • ….
