Deregulation and Nuclear SafetyNo complacency in this Decade • Shareholders’ influence • Ageing and Equipment degradation • Maintaining Staff competence • Matching safety regulations (IAEA Topical Issues Conference, 2001) Q1. How does safety remain the paramount consideration of nuclear power when electricity becomes a competitive commodity in a deregulated market?
Deregulation and Nuclear SafetyGrowing Challenges Q2. Can we continue to expect win-win situation in which improving NPP performance and improving safety go hand in hand? • Safety margin consumed by improvement of performance • Limits to symptom and performance based management • Human and organizational factors • Safety management and safety culture • Scarce financial and human resources
Global response to the challenges A1. The response of the IAEA to the challenges above is to contribute to the establishment of a strong, sustainable and visible Global Safety Regime based on common global ‘rules of the game’. • Improvement of national and international safety infrastructures, supplemented by intergovernmental agreements on safety • Establishment and global acceptance of universal safety standards • An integrated approach to the application of universal safety standards • Self-sustaining regional and global network of safety related knowledge and experience based on “knowledge management”
Global Safety Regime Intergovernmental agreements (Conventions on Nuclear Safety; on early notification; on assistance in case of nuclear accident and on Safety of Spent Fuel and Radioactive Waste management ) Integrated approach to the application ofsafety standards Establishment and global acceptance of IAEA safety standards Global network of knowledge and experience Improved national and international safety infrastructures Operators & Users of Facilities / Activities National Regulatory Systems Research Institutes and Universities
