I. Problem and Drivers • Narrowing gap between road transport and IWT regarding air emissions • Drivers: • Lack of emission regulations for several decades compared to road transport • Long serviceablelifetime of IWT enginescompared to road transport • Small market for IWT engines
II. Major Challenges • Currentlegislation on emissionsonly applicable to new IWT fleet • Focus shouldbewidened to legacyfleet (existingengines) • 4 Major pollutants: • CO2 • PM • SOx • NOx • Emission reductionachieved by technical and/or operationalmeasures

To be assessed • Business as usual • Measuresatotherlevel or voluntarymeasures: • Differentiated port dues/fees • Green labelling • Speed limits in environmentally sensitive areas • Cruise control systems • Exchange of information on best practices • In parts alreadytaking place • Legislativemeasures: • More stringent standards for new engines • Set emission standards for existingengines • Set emission standards for both types of engines • Explore specificmeasures to softenfinancial impact
IV. Progress to Date • Study by PLATINA under SWP6.4 – Policy Support on greening the fleet – to be finished by end October 2012 • Marco Polo II: Provision of support services in the field of inland waterway transport – as of October 2012
