What were the achievements of the national government under the articles of confederation? • Diplomats secured recognition of American independence from other European governments • Specific departments were created (finance, military etc.) that laid the groundwork for the cabinet departments we have today • The Northwest Ordinance 1787 • Defined the Northwest territory • Laid out process by which a territory could move to statehood • Slavery was prohibited from Northwest territory • Required new states to provide education • Congress had COMPLETE control
Weakness of the articles of confederation • Congress had no power to tax • Could not pay off war debts • States paid only $1.5 billion of the $10 billion asked for • Congress had no power to force state governments to honor agreements made with foreign nations • Citizens refused to pay for imported goods • Foreigners became reluctant to deal with U.S. citizens • Congress had no power to regulate trade • Unnecessary taxes made trade inefficient • Congress had no power to make laws directly regulating the behavior of citizens • National government had no way of making citizens obey national laws
