Trentino Ecological Network A focal point for a Pan-Alpine Ecological Network Brussels, oct.3, 2012 CLAUDIO FERRARI Autonomous Province of Trento Dpt. of Land, Environment and Forests www.areeprotette.provincia.tn.it claudio.ferrari@provincia.tn.it

  2. Protected areas in Trentino Le aree protette del Trentino Province Area: 621.000 ha Protected areas: 293 NATURA 2000 SCI 135 (154.314 ha) SPAs 19 (127.132 ha) Network (176.183 ha) Municipalities involved 173/217 ~30%'s protected!

  3. Current management Le aree protette del Trentino • Centralized management • Some limits: • low operating capacity • high management costs • limited partecipation of stakeholders (low consensus) • low enviromental protection!

  4. Reserves Networks a new way of managing protected areas Legislative reference: Provincial Law, n.11/2007 • FEATURES: • a new tool to manage and enhance protected areas more effectively • bottom-up approach activated on a voluntary basis by the municipalities where there are 2 or more sites • no new restrictions • the meaning of networks: the law converts in institutional terms the concept of ecological network (Dir. 92/43/CEE) • PURPOSES: • active protection of natural and seminatural habitats • social and economic development

  5. Reserves Networksa new way of managing protected areas parks Established Reserves Network 3 Being established Reserves Network 2 4 1

  6. The evolution of environmental conservation in Trentino Protection 1986 NATURAL RESERVES 2000 Active conservation Active Conservation + sustainable development 2007 Active Conservation + sustainable development + Eco connectivity restoring 2012 TEN

  7. TEN - General objectives • to plan a long-term management and restoration programme for Natura 2000 in the Province of Trento • to implement a new management model at regional level to deal with the management of the Natura 2000 network in a long-term and complete manner • Based on the application of 3 key concepts: INTEGRATION OF POLICIES PARTICIPATION “RESPONSIBLE SUBSIDIARITY”

  8. TEN Trentino Ecological NetworkID PROVINCIA AUTONOMADI TRENTO 5 • WPs: • Preliminary studies • Ecological Network Plan • Work groups • Demonstrative actions • Communication, dissemination & monitoring

  9. SOME FOCUS: TEN – WP1 A. DRAWING UP GUIDELINES • Guidelines for: • reserve network management plans • habitats management & monitoring (with a focus on wet woodlands and rivers) • Action plans for “central” Trentino species (birds and amphibians) • B. CREATION OF A SHARED DATABASE • define conservation priorities • identify the area of connection and fragmentation in the provincial ecological network

  10. WP1: Identification of connection and fragmentation

  11. SOME FOCUS: TEN – WP2Planning the ecological network 1 • Identification of homogeneous territorial areas (ATOs)(Action C1)

  12. SOME FOCUS: TEN – WP2 2 TECHNICAL STAGE For each ATO, will be defined detailed, prioritized, georeferenced, actions, with cost estimate (Action C2) PARTECIPATORY STAGE For each ATO, those actions will be shared with local authorities, stakeholders, economic operators through discussion groups DEFINITION OF PAF (Prioritized Action Framework) PAF Assembling these programs we’ll obtain a shared framework of actions for the long-term management of Natura 2000 that can be realized through the management plans of the Reserves Networks and the local planning 3 ESTABLISHMENT OF AT LEAST 6 RESERVES NETWORKS

  13. SOME FOCUS: TEN – WP3 • 2 WORK GROUPS • 1 - “Work group for policies integration” - N.A.T. (C4 Action) • coordinated strategies for tourism-agriculture-conservation policy integration; • innovative and effective agri-environmental measures for the next Rural Development Policy (RDP); 1 • 2 – “Work group with neighboring regions” – (C5Action) • collaboration, connection and integration between conservation strategies of neighboring regional administrations • Interregional Ecological Network 2

  16. TEN – the main expected results • Guidelines for reserve network management plans, for monitoring, for habitat management + action plans for “central” Trentino species (birds and amphibians) • creation of PAF (inclusive of the preparation of intervention programmes for 9 homogeneous environments + quantification of long-term management costs) + • identification and creation of 6 Reserve Networks • Carrying out of 12 demonstration projects for priority species/habitats + to control invasive species • Establishing a formal working group with agricultural and tourist sectors to define strategies and common measures and to define measures for the new rural development plan • Cooperation with neighbouring regions to contribute to the creation of a Pan-Alpine Ecological Network PAF

  17. Extension of the management chain of Natura 2000 EU Member State Region Local Authorities Local people: the real beneficiaries of environmental conservation!
