The Nordic Research and Innovation Area - NORIA The “Nordic Research and Innovation Area (NORIA)” developed in 2004, to strengthen the Nordic region in Europe/globally – NORIA White Paper. • More NcoEs • Improved coordination among Nordic research councils • Common use of research infrastructure • Increased researcher mobility NordForsk – a tool to achieve the NORIA goals (alongside NICe). Established 2005

NordForsk’s objective – what: • NordForsk should • Strengthen and further develop the Nordic region as world leading in research and innovation • Promote efficient cooperation between the Nordic countries on research and researcher education of highest international quality • Contribute to the application of research in other fields, such as education, business and policy decision-making processes.

  4. Main roles Coordination • Identify common research prioritiessuitable for joint Nordic efforts, and provide arenas for cooperation. Financing • Financial support to such efforts, together with national research financers –based on national priorities. Add value to national activities. Policy advice • Serve as advisory body to the Nordic Council of Ministers. Establish fora for debate on research policy issues.

Cooperation with Sector Agencies • Nordic Joint Commitee for Agricultural Research (NKJ) - NordForsk secretariat • NKJ financing – 2 projects and 2 networks supported this year (NordGen project manager for one of the networks) • Coordination • Seminars/workshop/meeting places • Analyses, policy advice

Financing NordForsk’s instruments – designed to • Enhance scientific quality • Reduce fragmentation, create critical mass • Increase visibility and attractiveness, contribute to the overall branding of the region • Provide top-funding to link national priorities –provide a stronger base for international cooperation.

  7. Nordic Centres of Excellence • Promote Nordic research of excellent quality • Increase visibility and attractiveness of Nordic research in an international context • Ensure flexible and efficient use of Nordic resources • NCoEs selected for five-year period – open competition • Main selection criteria: Scientific quality and potential to further develop it on the Nordic arena • Selection based on thorough peer-review process • Evaluated and deemed to be successful • Joint common pot with no fair return

Noria-net Coordinate and promote sustainable collaboration between Nordic research councils (and ministries) – with the aim of establishing joint programmes with common pots Basis: National priorities “Nordic equivalent” of the ERA-net concept – contribute to a Nordic “internal market” for research, effective Nordic coordination of national and regional research activities, programmes and policies Ex: Research infrastructure, eScience, health and welfare, living labs (now programme with common pot), bibliometrics, sports science, transport and logistics (now programme/common pot) 7.6.2014 9

  10. Research infrastructure Build upon extensive Nordic research infrastructure cooperation 19 projects running from 2007-2010 – total budget appr. EUR 2 million Coordination: Several conferences and meetings. NORIA-net on infrastructure Policy advice: NordForsk policy brief “Improving research capabilities”. Mobility and global networking Public-Private Partnerships PhD: Increase cooperation between industry and academia: Offering PhD-students opportunities to get training in both sectors, providing enterprises with access to updated research-basedknowledge 10 stipends granted, committing a total amount of appr. EUR 2,5 million over 4 years from 2009 Researcher networks: Knowledge exchange, international training. First networks established 2000. NF’s largest instrument – in terms of budget and number of projects (100+) 7.6.2014 11

Policy advice and strategic analysis NordForsk’s statutes – on our policy role • Advisory body to the Nordic council of ministers • Initiate debates and put research policy issues on the agenda in the Nordic countries • Inspire the Nordic countries to develop forward-looking and active research - and innovation policies, based on national Nordic priorities • And what do we do? • Analysis/policy briefs, seminars/workshops, presentations etc.

  13. NORDERA • ERA-net support action coordinated by NordForsk • Investigate advantages/disadvantages of Nordic research cooperation compared to European cooperation? Nordic added value? • Synergies between Nordic and EU research cooperation? • Good practices in Nordic research cooperation – how can they contribute to the development of the ERA? • Results presented at a large conference in Brussels Nov 25th. www.nordera.org

Policy briefs – 2010 – the European dimension in focus • Nordic researchers’ participation in EU research programmes – “best practices, lessons learned” • Nordic research responsible ministries/policymakers’ priorities and participation in decision-making processes/expert groups regarding the EU research cooperation • Nordic contributions to the further development of the ERA (ref NORDERA) • The concept ‘Nordic Added Value’ Reports available at www.nordforsk.organd . http://www.nordera.org/section.cfm?path=78 Will be discussed at seminars/workshops in 2011

NordForsk’s Strategy 2011-2014 – Overall Goals Strengthen research (incl. innovation) in the Nordic region, and contribute to a globally competitive European Research Area (ERA) • Strengthen our policy advicing role/capacity to perform analytical work • More focus on communication/increase the visibility of Nordic reserach • Use our instruments more strategically, include a European dimension • Influence the development of European research initiatives and – policy
