Paris MOU • 27 medlemsland • Paris MOU`s mål er å eliminere operasjon av ”sub-standard” skip gjennom et felles system for Port State Control. • Årlig utføres ca 20 000 inspeksjoner

Viktig å huske • Notice of ship arrival for mandatory expanded inspection, senest 3 dager før anløp • Oil tankers over 15 years old and over 3000GT • Gas and chemical tankers over 10 years old • Bulk Carrier over 12 years old • Passenger ships over 15 years old (excluding those covered by the EU Ferry Directive)

Viktig å huske • Banning: - either flies the flag of a State appearing in the black list as published in the annual report of the MOU, and has been detained more than twice in thecourse of the preceding 24 months in ports within the region of the Memorandum; • - or flies the flag of a State described as "very high risk" or “high risk” in the black list as published in the annual report of the MOU, and has been detained more than once in the course of the preceding 36 months in ports within the region of the Memorandum.

New Inspection Regime The proposals covered in this presentation are subject to further discussion in the EU and Paris MOU bodies and are not necessarily the measures that will be finally adopted
Current Targeting • Uses a numerical target factor • Based on Type, Age, Flag, RO, Detentions, Deficiencies • gives a relative order of priority • BUT is applied only when the MS chooses to carry out inspections • New system is more systematic
New Inspection Regime • more risk based targeting • stricter enforcement on substandard ships • less burdon on good operators • full coverage of visiting ships • all ships subject to periodic inspection depending on risk profile
New Inspection Regime • Final version is not yet agreed but proposals include: • A risk profile for every ship based on: • Type, Age, Flag, Recognised Organisation, Company, Detentions, Deficiencies • A ship will be either High, Standard or Low risk
Periodic Inspections • Final version is not yet agreed but includes: • Every ship eligible for a periodic inspection as follows: • High Risk Ship (HRS) every 5-6 months • Standard Risk Ship (SRS) every 10-12 months • Low Risk Ship (LRS) every 24-36 months • When the “inspection window” opens it is Priority II • it may be inspected • When the “inspection window” is closed it is Priority I • it must be inspected
Additional Inspections • Other factors can trigger an additional inspection • Overriding factors are Priority I (mandatory) • collision, illegal discharge, unsafe manoeuvring, suspended or withdrawn class • not in database • Unexpected factors are Priority II (not mandatory) • outstanding deficiencies • previously detained ships (after 3 months) • complaint • cargo problems
Scope of inspections • Initial checks overall condition (same as current regime) • Expanded checks: • overall condition in a list of 14 risk areas e.g. weathertightness, emergency systems, living conditions PLUS • a list of specified items for each ship type • More detailed checks: • the risk areas where clear grounds are established • the risk areas relevant to any overriding or unexpected factors • other risk areas at random • The depth of inspection in each area or on each specified item remains the professional judgement of PSCO
Expanded Inspections • Periodic inspections will be expanded for all HRS and risky types (tanker,bulker,pax)>12 years old • Additional inspections may be expanded according to the professional judgement of the PSCO if HRS or risky type >12 years old
Verification Report • A verification report will be generated in the database showing for all of the inspections in the last 36 months: • areas of ship inspected • operational and functional controls carried out • risk areas inspected and for each risk area: • Total number of deficiencies in last 36 months • Whether there are outstanding deficiencies • Deficiencies which have been repeated
Inspection commitment • To inspect all Priority 1 ships • In certain circumstances an inspection may be missed or postponed to another port, for example: • If the ship only calls during night time • If its unsafe to inspect • If another port can inspect within 10 days • To inspect a share of the PMOU regional commitment • regional commitment is to inspect all ships • member States share is based on the number of individual ships which call at its ports
Refusal of access (Banning) • Final version is not yet agreed but proposes: • Simplified banning • Applies to ALL ship types (currently only oil, gas, chemical bulk and pax) • >2 detentions in 3years if black flag • >2 detentions in 2years if grey flag • Plus minimum period of ban
New Information System • Will calculate and make public: • risk profile of every ship • next periodic inspection date • Interface with Safeseanet for ships arrival information • Indicate the status of each Member State’s inspection commitment • EMSA are project managers
