Welfare for Mothers and Children • Assistance for Families with Dependent Children – would remain a minor part of the social security system. • Massive migration of poor black families from southern states to northern cities after WW II. • In 1965 Lyndon B. Johnson increased social welfare expenditures for AFDC to address the economic crisis. • AFDC was a crucial support for African-American families. • Many believed that the welfare state was eroding family values and the moral virtue of hard work.

  3. Impact on Minorities • New academic consensus highlighted the damage individuals suffered as a result of prejudice and discrimination. • Costs the nation had to bear.

  4. Truman’s Reforms • 21 point plan for the expansion of federal programs that were formulated in the langauge of “rights”. • Right to a job, good housing, protection from economic fears of old age, good education, adequate medical care.

New Claim on Civil Rights • Presidential Civil Rights Commission – desegregated the armed forces. • Truman’s actions helped strengthen the tie between the Democratic Party and African-Americans. • Johnson’s signing of the Civil Rights Act of 1965 began to push whites into the Republican Party. • Formed the backbone of the new conservative movement.
