ICMA Performance-Based Assessment What Is It? A tool to help you • Identify your professional strengths • Identify areas for improvement • Complete your Professional Development Plan • Maintain Credentialed Manager status Not a performance evaluation
ICMA Performance-Based Assessment How Does It Help Me Maintain Credentialed Status? • Performance-Based Assessment or an alternative is required every 5 years • Requirement is waived for retired managers and is postponed, upon request, for members in transition • Credentialing Advisory Board is very flexible and will work with members who have extenuating circumstances
ICMA Performance-Based Assessment Who Rates My Performance? • You (self-assessment) • Your supervisor • Up to 19 other raters you select
ICMA Performance-Based Assessment How Do I Get Started? Step 1: Invite raters to participate (people in your organization who are familiar with your performance) Adapt ICMA model communication to tell raters • What the assessment is • What raters will be expected to do • That results will be reported by group (except for supervisor) • To check spam filter if they don’t receive assessment via email
ICMA Performance-Based Assessment What Next? Step 2: Purchase the assessment • Click link in the Credentialing section of icma.org • Or go to http://icma.org/360 • Purchase online with a credit card ($245)
ICMA Performance-Based Assessment What Next? Step 3: Organize raters into meaningful groups, for example: • EOs who hired you • EOs elected later • Department heads (may be several groups) • Key staff (may be several groups)
ICMA Performance-Based Assessment Rater Groups • At least 4 raters per group • Results reported by group, not by individual (except self and supervisor) • Results not reported for a group if fewer than 3 respond
ICMA Performance-Based Assessment What Next? Step 4: Record rater names and e-mail addresses on electronic form Step 5: Submit form to assessment administrator, CCi Assessment Group International Within one to 48 hours, CCi sends each rater an e-mail with • Instructions • Link to the online assessment
ICMA Performance-Based Assessment What Do Raters Do? • Raters complete the assessment individually (about an hour) • Raters can stop and finish later; responses are saved • Raters submit results to CCi • You complete a self-assessment (same questions) (Step 7 for you)
ICMA Performance-Based Assessment What Are the Ratings Like? Two kinds of ratings: 1. Importance ratings: Rate the importance of each Practice (1-5 scale or n/a) 2. Performance ratings: Rate performance on 118 statements (1-5 scale or n/a): • Expected level of performance • Current level of performance Plus one open-ended question for additional feedback
ICMA Performance-Based Assessment Sample Importance Rating “How important is this practice in your working relationship with the person being assessed? “Policy Facilitation-Helps elected officials and other community actors identify, work toward, and achieve common goals and objectives” (Rater selects: Not so important, Somewhat important, Important, Very important, Extremely important, Not applicable)

ICMA Performance-Based Assessment What Kind of Feedback Will I Receive? 8Confidential feedback reports to you: • Summary reports • Reports by rater group • Other feedback provided by raters Reports sent within 48 hours after all responses have been submitted by raters; this usually takes about 30 days but can take up to 60

Reports show overall and by rater group: • Practices/behaviors perceived as most important • Practices/behaviors perceived as greatest strengths • Practices/behaviors perceived as developmental needs • “Gaps” between current and expected performance
