What is FIRST? Financial Accountability Rating System of Texas, a financial accountability system for Texas school districts developed by the Texas Education Agency in response to SB 875 of the 76th Texas Legislature in 1999, SB 218 of the 77th Texas Legislature in 2001, and
What is FIRST Continued? • During the 79th Texas Legislature in 2006, HB 1 changes addressed: • Accreditation of school districts • Sanctions and Interventions for school districts, charter schools and campus • Required TEA to adopt rules to implement the changes
What is FIRST Continued • Effective January 2008 in 19 TAC (Texas Administrative Code) Chapter 97, Planning and Accountability, Subchapter EE, Accreditation Status, Standards, and Sanctions
Primary Goal Achieve quality performance in the management of school districts’ financial resources, a goal made more significant due to the complexity of accounting associated with Texas school finance system.
