iRAP Malaysia Summary • 3,700 kilometres of Peninsular Malaysia assessed • 3 camera GPS-linked video system • Images assessed every 100m • Media activities in every state
Investment Summary • 3,700 km of road inspected (5% of network) • RM550 million initial investment • Save 2,900 lives and 29,000 serious injuries (20 years) • 32% reduction in road trauma • Program BCR of 16:1 2,900 lives saved
CLOSING THE LOOP • From March 2008 – a lull period • What had happened • Pilot study had finished with recommendations for countermeasures and further assessment • Small-scale interactions with and guidance from iRAP continued • Steering Committee for iRAP was handed over to JKR • What were pending? • The launch of iRAP Pilot Project Report • The decision to implement the counter-measures • The decision to continue with full iRAP
CLOSING OF THE LOOP ANALYSIS • Track the history • Early motivation • Early ownership and roles • Early plans • Analyse • What went wrong • What gaps existed • Recommendations • Correct what went wrong/reasons for delay • Put up a plan • Start nudging
PLANS 1) Countermeasure implementation support 2) Extension of survey - JKR will take the lead in terms of funding and equipments. - MIROS will take lead to train JKR staff on the rating process. 3) Global road safety studies - Develop university compliant training materials to support the extension surveys in Malaysia.
Immediate Recommendations • Provide an immediate budget of RM50 million in 2009/2010. • Fund the implementation of a demonstration corridor (e.g. F5 Motorcycle lane +++). • Fund quick to implement simple upgrades across the nation (e.g. delineation). • Fund planning and preparation studies for 2011 program.
10th Malaysia Plan – 2011 - 2015 • Provide an annual budget allocation of RM500 million in the 10th Malaysia Plan. • Fund current iRAP recommendations in 2011/2012. • Fund extension of the iRAP surveys to remaining national network and high risk state roads. • Fund further implementation 2013-2015. • Include support for established black-spot and black-length priorities.
