Green Seal Findings & Recommendations Findings:SABRC compared to MA, NC, and USEPA SABRC compares well with other programs that have achieved RCP procurement success SABRC provides an excellent infrastructure to agencies in terms of training, trade shows, educational materials Achieved a measurable and “not insignificant” percentage of RCP purchases by state agencies Has a highly committed and motivated staff dedicated to its implementation and support In terms of market development, the SABRC has had significant impacts in several product categories
Green Seal Findings & Recommendations Findings:RCP Database should be modified to better serve SABRC clients Recommendations: Identify SABRC-compliant products Provide product-specific information Allow database to serve as recycled-content certification SABRC Response:SABRC & IMB staff are currently working on these RCP database modifications, including small business and DVBE certification
Green Seal Findings & Recommendations Findings:Tracking and reporting overall is not very accurate by most State organizations Recommendations: Improve and standardize new procurement tracking tools Adapt existing mainstream tools Prioritize tracking for large/recurring purchases Obtain certifications/reports from product suppliers SABRC Response:SABRC improving Excel spreadsheet. SABRC does recommend prioritizing purchasing and tracking and using existing tools. Many office suppliers offer a year-end SABRC report and we encourage other companies to do the same.
Green Seal Findings & Recommendations Findings:Management support is key to implementing the SABRC Recommendations: Distribute RCP cost-savings data to other state agencies Pursue SABRC-specific Executive Order Distribute written correspondence from Board members to Legislature, agency secretaries, BDO heads Conduct one-on-one meetings with Board members and executive staff from other state agencies. SABRC Response:Staff support and welcome any efforts to increase the visibility of SABRC among upper management
Green Seal Findings & Recommendations • F Findings:CIWMB implements the SABRC, but the Department of General Services can help promote a statewide culture of purchasing RCPs • Recommendations: Create cooperative partnership with CIWMB staff Develop affirmative procurement and compliance policy Develop affirmative contract terms and product specifications Distribute DGS Director memo to State Agency management Increase coordination among DGS divisions/offices Increase contribution and support from upper management
Green Seal Findings & Recommendations • (continued from previous slide) • SABRC Response:Sent draft report to DGS and will follow-up with a management meeting There are only a dozen or so RCPs available on statewide contracts, but that number must increase dramatically Management memos pertaining to RCP procurement have expired and should be updated and distributed Reporting among the divisions of DGS is taking place, but the real need is the incorporation of affirmative RCP procurement language and product specifications
Green Seal Findings & Recommendations • Findings:SABRC implementation within CIWMB need refinement Recommendations: • Increase awareness/training among all relevant staff and • program managers • Assign permanent, higher level staff responsible for SABRC • implementation • Adopt policy regarding SABRC requirements & compliance • Highlight similarities between Board mission and SABRC goals

Green Seal Findings & Recommendations • Findings:Some changes to the SABRC will require statutory changes • Recommendations: • Increase RCP procurement requirements • Revise minimum content requirements • Revise product categories • Add enforcement provisions • Clear division of responsibility between CIWMB & DGS • SABRC Response:SABRC staff has been working on legislative language for several years.
