VRP Application and Process Checklist • It is a tool for DEQ staff to use to • Verify completeness • Improve consistency among projects and staff • Improve technical content to support lines of evidence • Decrease time spent by letting you know what we are looking for • It is a working draft and may not be all encompassing • It is not official guidance

Application Completeness General operational history of the site (40.A.5) General description of (40.A.6): Nature and extent of contamination and Past and present releases Onsite and contiguous to site Identify Areas of Concern and sources. Summarize the results of any Phase I’s or Phase II’s. Copies of Phase I’s and II’s can be included but will not be reviewed for anything other than the eligibility determination.

  8. Application Completeness Discussion of potential regulatory jurisdiction (40.A.7) This is a review of regulatory applicability to the site and is used in the eligibility determination. Address each item thoroughly. Identify the cause of the contamination Provide dates of releases and operation Address present and past status. Don’t just say, “the site does not have a permit”.

Work To Be Performed • Site Characterization • Consistent with Conceptual Site Model • Consider lines of evidence • Complete and accurate delineation of the nature and extent of contamination • Onsite and offsite • DEQ recognizes the challenges of offsite characterization and determining resulting risk • A complete and well prepared & presented SCR significantly helps us during review • You know the site well, we don’t • Detailed and up to date plans, maps, and drawings can present a lot of information quickly • Helps us better understand a site about which we know little • Helps reduce questions resulting in much less extensive comment letters • Shortens the overall time, which we all want • We use the checklist as a tool

  15. Work to be Performed • Complete figures are very helpful • Illustrates the story • include scale, complete legend, legible text and markings • Accurately dated figures with sample dates
