The Role of the SBA The SBA role has changed over the years • Board Secretary/Bookkeeper • Certified SBA/Teaching Background • SBA with CPA/Banking experience • All around experience • Finance • Building and Grounds • Food Service • Insurance • Transportation • Technology • Multiple Districts • Shared Service Title 18A, Title 40A

New Jersey Quality Single Accountability Continuum (QSAC) • District Performance Review (DPR) from 350+ items to 50+ items • Instruction & Program • Finance • Governance • Operations • Personnel Limited to SOA score only • Statement of Assurance (SOA) • Items in all five areas to be self assessed each year • Submitted each year on-line • Technical assistance from County Education Office • Submission this school year will be November 15, 2017 for all DPR’s & SOA • One Year “Look-Back” or current information for some financial data • We are in “Cycle two” which means generally about ten or more districts in each County could experience NJQSAC

New Jersey Quality Single Accountability Continuum (QSAC) • Districts may be eligible for the Differentiation Process • The County Office will complete a matrix of items that will help determine whether a district can receive a “pass” for the full QSAC Process. • Result will be “full” or “partial” pass of the County Office visiting the district

New Jersey Quality Single Accountability Continuum (QSAC) • 18-19 School year will see NJQSAC change to one DPR with five areas equal to the 5 DPR titles in place now. • There will be no Differentiation Process • There will be no Statement of Assurances (SOA) • As much work as possible will be done in our office but visits will still occur.

  15. Other Items • This was the fifth year of the new Budget Software that was used for the 17-18 Budget • Programming is underway for upgrades based on user feedback • Application for State School Aid (ASSA): • NJSMART Data will be used to feed the ASSA System – Please be accurate! • Snapshot October 13 (Last school day prior to Oct 16th) • Districts will be asked to compare NJSMART files to ASSA generated files • NJSMART/ASSA verification will occur in late November/early December • State will use ASSA to determine State Aid for the 2018-2019 School Year • District Report of Transported Students (DRTRS): • Same as last year- Very little change • Internet Based • System will close 11/17/17 • Look for Broadcast shortly

  16. Other Items • Transportation Contracts • September 1 is the due date for all renewal/new contracts for the school year • ESSA • NJASBO held Seminar in September • There have been multiple Broadcasts • Districts must be able to collect costs by school by the end of the school year (17/18)

Other Items • Lead Testing • Must submit SOA with Reimbursement Request • Must submit SOA even if you are not submitting reimbursement request • Must have submitted by 9/29/17 • Carbon Monoxide Testing • Regulation posted by DCA • Regulations took effect 9/3/17 • Discussed at Northern Facilities Training session • Contact NJ School Buildings and Grounds Association • Detectors not required in all classrooms

  18. Other Items • Please use the latest copy of the Statement of Contract Costs for Superintendents. • Application for reimbursement of reduced State Aid was due 9/22/17 • State Facilities student count will be held in November/December time frame
