WHAT IS AN EU AGENCY Characteristics • Created by regulation in order to perform tasks clearly specified in their constituent Acts • All have a legal personality – Council Regulation • All have a certain degree of organisational and financial autonomy Differences • Internal structure • Relations with the institutions • Responsibilities and powers • Created at different points in the past

TYPES OF EU AGENCIES Executive agencies (6) • Established within the EC – education, health and energy • Responsible for purely managerial tasks in implementing EC programmes Regulatory agencies (30) • Decentralised in Member States • Actively involved in the executive function • Help to regulate a specific and/or advice specific sector • Support EU regulation by networking, informing and coordinating
