Tier 5 • Creative/ sporting • Charity • Religious workers • International agreement • Government Authorized Exchange (MTI)
Tier 5 • Government Authorised Exchange (GAE) is a category of the points-based system • One of the schemes is the Medical Training Initiative (MTI)
MTI-General Points • Applies to doctors& dentists • Provides an entry route for an overseas dentist wishing to acquire knowledge and share best practice whilst working in an NHS hospital • Will allow fixed period of training in the UK after which the dentist must return to their country
MTI-Details of Scheme • Overall Government Sponsor in England is the Department of Health • Can cover virtually any post as long as it delivers training and education • Does not solely apply to existing deanery approved training posts for UK training • Must not detract from existing UK training posts
MTI – Types of Posts • Where spare training capacity exists • LATS where a post becomes vacant for >3months • Where a trainee has failed to be appointed
MTI- immigration issues • Part of the points based scheme • Temporary route for entry to the UK • Maximum period of 24 months after which must return overseas • No opportunity to change to any other form of visa • No prospect of developing a career in the UK
Tier 5- Funding of posts • Sponsored by overseas institute/university/hospital • Funded by UK Trust-no less than £12,000 per anum • LATS where a post becomes vacant for >3months • Sponsored by Scholarships (Commonwealth)
NACPDE role • Manages Tier 5 • liaises with Deaneries, RCS Eng (FDS) UKBA , Dept of Health, Consultants, Trusts, Universities, GDC, Sponsoring Organizations
Deanery Role • To determine that MTI posts can be accommodated and will not interfere with existing training commitments • To ensure the training and education which is College approved will benefit the trainee • Provide a certificate for the period in the UK
FDS RCS(Eng) Role • College sets standards • Dentists could sit college exams • Can liaise with overseas counterparts to identify eligible candidates and ensure the MTI post is suitable • Has the knowledge and understanding of what would be beneficial training in their specialty and which may be different to UK training
How does it work? • Contact NACPDE ASAP • Identify a candidate and source of funding • Agree a clinical supervisor • Length of time –max 2y • Timetable • Must not detract from existing trainees
