  3. 20172018 ESSA Consolidated Applications 2017-2018 First year of ESSA implementation: ESSA Program Schedule PS3001—Needs Assessment Priorities, and Program Outcomes: Identify and prioritize needs; Implement programs addressing priority needs; Align programs and activities to TEA Strategic Priorities; and Develop 3 to 5 student outcome-focused SMART goals.

  4. PS3001: Year One Activities Add PS3001/PS3002 to ESSA-funded grant applications; Identify additional federal grants for year two; Publish ESSA and PS3001 resources for ESCs and LEAs; Provide ESCs and LEAs training; and Monitor year-one implementation.

  7. Year Two: SC3001 for ESSA and Perkins SC3001: Needs Assessment, Priorities, and Program Outcomes LEAs use information in ESSA and Perkins applications to: • Connect activities in ESSA and Perkins Local Plans; and • Show how they are coordinating use of ESSA and Perkins funds.

  8. Year Two: SC3001 for ESSA and Perkins Step One: Under ESSA, LEAs conduct a comprehensive needs assessment to prioritize needs, and then organize needs by TEA Strategic Priority in SC3001.

  9. Year Two: SC3001 for ESSA and Perkins Step Two: LEAs list programs and activities funded by ESSA in SC3001.

  10. Year Two: SC3001 for ESSA and Perkins Step Three: LEAs provide information on ESSA funds budgeted to support Strategic Priorities and show how Perkins funds support ESSA-funded programs and activities.

  11. Year Two: SC3001 for ESSA and Perkins EXAMPLE In this example, the Career Clusters selected on Schedule PS3012 of the Perkins Local Plan are aligned to the ECHS funded by ESSA.

  12. Year Two: SC3001 for ESSA and Perkins The LEA plans to use Perkins funds to support technology-related professional development at the ECHS. EXAMPLE

  13. Year Two: SC3001 for ESSA and Perkins Funds budgeted for professional development on use of technology in the Perkins application is added to SC3001. EXAMPLE

  14. Year Two: SC3001 for ESSA and Perkins The % of what students know or can do will increase from X% to Y% by Z(date). Maximum of five SMART goals! Step Four: LEAs provide one-year performance measure(s) and long-term, three- to five-year goal(s) (SMART goals).

PR3001—ESSA Consolidated Compliance Report • Did you spend at least 90% of the money budgeted (by Strategic Priority) in PS3001 of the 2017—2018 ESSA Consolidated Application? • If not, explain how the budget changed? • Did you implement a Recommended Use of Funds, even if you did not have a one-year SMART goal listed for that program or activity?
