TRANSFER With a corresponding change of parental address the student is eligible Without a corresponding change of address Ineligible for 1 year – sport specific Appeals – Hardship Waivers Academic, health & safety, financial College level classes are now included Students who return from any school to the public school of the residence of his/her parents (or other persons with whom the student has resided for at least six months) or a private school within that districts boundaries shall receive a waiver of the transfer rule. Such transfer without penalty will only be permitted once in a high school career.

“ELIGIBILITY CHALLENGE” (16) Skin Infections During weigh-ins, the coach presents the nurse practitioner a hand written note stating a lesion on the wrestler is not contagious. The nurse practitioner determines the lesion is not contagious and permits the wrestler to compete. Is this the correct process that should be followed, why or why not? Answer Yes, a nurse practitioner can be the “designated on-site appropriate health care provider” and they do have the authority to allow a wrestler to compete or not compete.
“ELIGIBILITY CHALLENGE” (1) Transfer St. Margaret and Mercy HS have merged for Boys Soccer. A male soccer player who attended St. Margaret’s transferred to Mercy without corresponding change of address. Is he eligible to compete on the merged Soccer team? Answer No, The student is subject to the transfer rule and would be ineligible to compete in soccer without a waiver of the transfer rule.
“ELIGIBILITY CHALLENGE” (8) Age and Grade A student enters 9th grade in 2009. They participate in soccer in 9th – 12th grade. Students birthday is June 27, 1993. Was this student eligible as a 12th grader and if not what are the consequences? Answer The student was not eligible in 12th grade because he/she had turned 19 before July 1st. The team would have to forfeit any game he/she participated.
“ELIGIBILITY CHALLENGE” (6) Amateur .A local golf club has offered to waive the $2500 junior membership fee to an accomplished HS golfer. The player will be entering his senior year in HS. Will his eligibility be jeopardized by accepting this offer, why or why not? Answer Yes, This would be a violation of the Amateur Rule. The student would be capitalizing on his athletic fame.
“ELIGIBILITY CHALLENGE” (26) Transfer An out of district student attends Bradshaw HS and participates in Field Hockey. In Spring transfer to a private school. In the Fall transfer back to Bradshaw HS and wants to participate on the cross country team. Is she eligible, why or why not? Answer Yes, because she did not participate in cross country the year prior to her transfer.
“ELIGIBILITY CHALLENGE” (19) Practice Football team practices Monday through Friday and plays a game on Saturday during the regular season. On Sunday the team meets for a team dinner and the coach reviews a game ending drive for the purpose of instruction. Is this a legal activity, why or why not? Answer No, physical and/or instructional activities specific to the sport on 7 consecutive days are prohibited.
“ELIGIBILITY CHALLENGE” (10) Bona Fide Student A GED student is taking 2.5 hours of instruction and PE. In January, he received his GED diploma. He then decided he wanted to finish the year and participate on the track team. Is he eligible to participate, why or why not? Answer If the student is enrolled in the school and is taking 3 classes plus physical education he would be eligible for track, as long as he met all other eligibility standards.
“ELIGIBILITY CHALLENGE” (21) Scrimmage Lincoln’s baseball team wants to scrimmage three other teams. They will play round robin with each team scrimmaging every other team. They will play 6 outs per 1/2 inning and no umpires will be used. Is this a permissible scrimmage, why or why not? Answer No, because you are only allowed to have two scrimmages per day. Each school may be censored, sanctioned, or placed on probation by the Section.
“ELIGIBILITY CHALLENGE” (17) Transfer A student a JFK has transferred to RFK to follow a teacher that is going to teach the same 3 AP courses at RFK. RFK has applied for an academic waiver so the student may participate on the bowling team. Should the waiver be granted, why or why not? Answer No, an academic waiver requires a combination of 3 AP, IB, or college level courses not offered from the sending school.
“ELIGIBILITY CHALLENGE” (30) Transfer Female athlete participated in tennis and track during her freshman year. At the beginning of her sophomore year she enrolls in a tennis academy. In the Spring of her sophomore year, she enrolls back into her public school and wants to participate in track. Is she eligible? Junior year, why or why not? Answer She is eligible in her sophomore year with a District of Residency Waiver but would be ineligible to participate in her junior year.
“ELIGIBILITY CHALLENGE” (12) Transfer An out of district student swims for Praire View HS, where her mom is a math teacher. Before her junior year, the HS eliminates the swim program. She decides to transfer to Sand Beach where her parents reside. Is she eligible to swim at Sand Beach and if so, how? Answer The new school would request a District of Residency waiver of the transfer rule. Once the paper work is filed she can begin to practice. Once the Section approves the waiver she may compete.
“ELIGIBILITY CHALLENGE” (2) All – Star Contests A Girls Basketball team was eliminated from the Sectional Tournament. The leading scorer participated in the approved league all-star contest. She then participated in the approved Section All-Star Contest. Does this raise a red flag? Answer .Yes, A student may only participate in one approved all-star contest.
