SoA Goals • Maintain simplified product structure • Minimize carrier disruption and administrative burden • Encourage carriers to participate in both Care and Choice • Setting standards for new entrants: importance of “value” in awarding SOA to new carriers
SoA Goals • Business Express/Transition of SBSB accounts • Work with carriers and SBSB to outreach employers and promote smooth product transitions • Consider market preferences, particularly for small businesses—but use existing and previously qualified SOA products as much as possible, not new ones
Rules and Procedures • Approach largely consistent with prior SoA procurements; if selected: • Must participate in all product tiers (e.g., Gold, Silver, Bronze, YAP) • Must participate in all Connector programs (e.g., non-group, Voluntary Plan, Business Express)
Rules and Procedures • A few possible changes: • Two tiered RFR approach • If a carrier decides to offer a Select network product, must also offer Broad network product
