SMR 7: Regulation (EC) No 1760/2000 of the European Parliament and of the Council of 17 July 2000 establishing a system for the identification and registration of bovine animals and regarding the labelling of beef and beef products and repealing Council Regulation (EC) No 820/97(OJ L 204, 11.8.2000, p. 1) • SMR 8: Council Regulation (EC) No 21/2004 of 17 December 2003 establishing a system for the identification and registration of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and Directives • SMR 9: Regulation (EC) No 999/2001 of the European Parliament and of the Council of 22 May 2001 laying down rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies (OJ L) "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 7: Standards for identification and registration of cattle The basic purpose of the identification of bovine animals is: • the localization and tracing of animals which enables control of infectious diseases • the traceability of beef for public health reasons • the management and supervision of livestock payments as part of the common organization of the market in beef and veal The system for the identification and registration of individual bovine animals includes the following elements: • double ear tags for each animal with an individual number • maintaining a register on each holding • bovine-passports • a computerized database at national level with a future voluntary interoperability of bovine databases "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 7: Standards for identification and registration of cattle • Farm must be registered in the national Farm Register • The landlord shall ensure that all cattle on the holding are properly marked. • Cattle must be marked with ear tags a unique number that must be placed on both ears. Both ear tags must have the same number that identifies each animal and the holding where it was born. • The ear tag shall be applied within a period of maximum 3 months from the birth of animal • Farmers should maintain an up-to-date register of the animals on their holdings "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 7: Standards for identification and registration of cattle • The owner shall ensure that the passport accompanies the cattle at each transfer • Bovine animals intended for cultural and sporting events may, instead of by an ear tag, be identified by an identification system offering equivalent guarantees • farmer is obliged to inform the Provincial/District Directorate of MoAF in 30 working days from change and Provincial/District Directorate of MoAF is obliged to mark cattle on the farm with ear tags on both ears not later than 90 days • in the case of ear tag loss farmer is obliged to inform Provincial/District Directorate of MoAF in 30 days after the knowledge of the loss, the Provincial/District Directorate of MoAF is obliged to prepare a passport for the for the registered animals which has to be collected by the animal owners from Provincial/District Directorate of MoAF. SMR 7: Standards for identification and registration of cattle •  farmer is obliged to have a Bovine ID document for each cattle in the holding which is needed in case of movement from the farm • in case of movement of animal, the owner is obliged to deliver respective information to the Provincial/District Directorate of MoAF within 7 days • if animals die on the farm the Bovine ID must be delivered to the Provincial/District Directorate of MoAF in 30 working days • the competent authority is obliged to issue bovine identification document which has to be collected by the farm owner "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 8: Identification and Registration Standards Sheep and Goats Council Regulation (EC) No 21/2004 of 17 December 2003 establishing a system for the identification and registration of ovine and caprine animals and amending Regulation (EC) No 1782/2003 and Directives 92/102/EEC and 64/432/EEC "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 8: Identification and Registration Standards Sheep and Goats Rules on the identification of ovine and caprine animals (sheep and goats) are based on the principle of individual traceability and includes the following elements: • Double identifiers: - 1 electronic identifier: a ruminal bolus or an electronic ear tag, and - 1 visible identifier: a conventional ear tag, tattoo or mark on the pastern) • Maintaining a register on each holding (farm, market, etc.) • A movement document for each movement of groups of animals • A central register or computerized database of all holdings and movements of batches of animals at national level. Member States with populations of less than 600.000 sheep and goats or less than 160.000 goats can make electronic tagging voluntary for animals not entering intra-EU trade. SMR 8: Identification and Registration Standards Sheep and Goats • farm must be registered in the national Farm Register • farmer is obliged to keep the Registry of goat and sheep on the farm • the farmer is responsible for labeling of goats and sheep on the farm with ear tags, on both ears no later than 180 days after birth or earlier if animals are leaving the farm • in the case of ear tag loss farmer is obliged to inform the Provincial/District Directorate of MoAF in 30 days after the knowledge of the loss, • in case of travel farmer must issue Travel document from the Provincial/District Directorate of MoAF • if animals die on the farm the animal ID must be delivered to the Provincial/District Directorate of MoAF department in 30 working days "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 9: Control and eradication standards of the Spongiform encephalopathy - for information purpose Regulation (EC) No 999/2001 of the European Parliament and of the Council of 22 May 2001 laying down rules for the prevention, control and eradication of certain transmissible spongiform encephalopathies (OJ L) "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

  12. SMR 9: Control and eradication standards of the Spongiform encephalopathy - for information purpose • Transmissible spongiform encephalopathies are neurodegenerative diseases of animals and humans, caused by prions, with a long incubation period, progressive chronic course of illness and inevitable fatal outcome. • In transmissible spongiform encephalopathies of animals, we include: • Bovine Spongiform Encephalopathies (BSE), • Feline spongiform encephalopathy in cats (FSE), • Scrapie, Paraplexiaenzootica ovum, • Transmissible mink encephalopathies (TME) "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".

SMR 9: Control and eradication standards of the Spongiform encephalopathy(“Mad cow disease”) - for information purpose • animals on farm must not be fed by animal proteins • farmer is required to report suspicions illness to the Veterinary practice or veterinary office • farmer is obliged to enforce prescribed measures for suspicion of spongiform encephalopathy • farmer is obliged to implement prescribed measures after the confirmation of the spongiform encephalopathy "Technical Assistance for the Establishment of a Farm Advisory System (FAS) in Turkey".
