FIT Program Overview • Family Infant Toddler Program • Provides early intervention services to infants and toddlers who have or are at risk for developmental delays. • Early intervention is the process of anticipation, identifying and responding to concerns about infant’s or toddler’s development in order to minimize potential adverse effects and maximize healthy development. • Part C of the Individuals with Disabilities Education Act provides the legislative and regulatory authority for the program (IDEA Part C). • FIT Program contracts with more than 30 early intervention agencies throughout the state. • Funded by health insurance, Medicaid, State General Funds and Federal Grant. • Family Infant Toddler Key Information Data System • FIT-KIDS allows DDSD to electronically process claims for services provided by provider agencies and track compensation received for services performed. • Software as a service initially implemented in January 2008. • First major upgrade.

Project Overview • Business Objectives • Move DDSD and the FIT Program into compliance with the federal requirements of US Department of Education Office of Special Education Programs (OSEP) and the Federal Individuals with Disabilities Act, Part C (IDEA Part C). • Provide better tracking of financial reimbursements from Medicaid, private health insurance and State funds. • Allow DDSD to continue to improve child and family outcomes through collection of additional data elements. • Train all FIT program Early Intervention Provider agency staff on new version of FIT-KIDS. • Technical Objectives • Create requirement and configuration documents. • Implement upgraded application in test environment. • Develop test plan and scripts. Execute test scripts in test environment. Track and fix defects. • Upgrade FIT-KIDS application in production.
