Quality Assurance is an activity carried out at two levels i.e. External & Internal. • External Quality Assurance (also called as accreditation) is carried out by regulatory/professional bodies at the national level to ensure the minimum performance level of educational programmes and institutions, in this case the HEC.

Pakistan Medical and Dental Council • Pakistan Medical and Dental Council (abbreviated as PMDC), established in 1962, is a regulatory authority for practitioners and students of medicine and dentistry in Pakistan. • The Council is a supreme body and takes all policy decisions, it meets at least once in a year or as and when there are sufficient items for the agenda, which needs policy decisions. • It acts through various Committees and Secretariat. The meetings of the Council are presided over by the President and in his absence by the Vice President.

Pakistan Engineering Council • Pakistan Engineering Council (PEC), is a professional and statutory federal institution for accreditation and regulation of the chartered and professional engineers and technicians. • The PEC is dedicated for promoting its education programs in applied science, computing, engineering, and engineering technology. • Established in 1976 by the PEC 1976 Act of the Constitution of Pakistan, it is the elite representative engineering community in the country, assisting the government and the provisional governments of the four provinces
The PEC grants license and registration of engineers, consulting engineers, technicians, and the accreditation of the engineering programs operation and oversees by the accredited universities and institutions • The PEC also asserts its role as a think tank to the government and undertakes its efforts to establish scientific standards for engineering innovations and services to the nation. • It has full representation in four provinces of the country and has provisional head offices in each four provinces; its headquarters is located in Islamabad, Pakistan which served its operational command and control secretariat. • PEC has a provisional signatory status with Washington Accord
Washington Accord • Signatories have full rights of participation in the Accord; qualifications accredited or recognized by other signatories are recognized by each signatory as being substantially equivalent to accredited or recognized qualifications within its own jurisdiction. • Bangladesh - Represented by Board of Accreditation for Engineering and Technical Education • China - Represented by China Association for Science and Technology • Pakistan - Represented by Pakistan Engineering Council • Peru - Represented by ICACIT • Philippines - Represented by Philippine Technological Council
Functions of the Council The following shall be the functions of the Council, namely:- • maintenance of a Register of persons qualified to work as registered engineers, professional engineers, consulting engineers, constructors and operators; (b) accreditation of engineering qualifications for the purpose of registration of registered engineers, professional engineers; (c) removal of names from the Register and restoration to the Register of names which have been removed; (d) laying down of standards of conduct for the members; (e) safeguarding the interests of the members;
Functions of the Council (f) promotion of reforms in the engineering profession; (g) management of the funds and properties of the Council; (h) promotion of engineering education and review of courses of studies in consultation with the Universities; (i) levy and collection of fees from applicants for registration or temporary licences and members; (j) exercise of such disciplinary powers over the members and servants of the Council as may be prescribed;
Functions of the Council (k) formation of such committees and subsidiaries as may be prescribed; (l) assistance to the Federal Government as a Think Tank; (m) promotion of engineering profession in totality; (n) encouragement, facilitation and regulation of working of professional engineering bodies for creativity and as custodian of engineering under the umbrella of the Council;
Functions of the Council (o) ensuring and managing of continued professional development through engineering academies and professional bodies; (p) establishing standards for engineering contracts, cost and services; (q) facilitating engineering sector industries; (r) coordinating between various engineering forums and Federal Government; (s) providing forum for arbitrations, pertaining to disputes in construction and consultancy contracts, and (t) performance of all other functions connected with, or ancillary or incidental to, the aforesaid functions.
Other Functions • Its main statutory functions include registration of engineers, consulting engineers, constructors/operators and accreditation of engineering programmes run by universities/institutions, ensuring and managing of continuing professional development, assisting the Federal Government as think tank, establishing standards for engineering products and services besides safeguarding the interest of its members. • The council shall encourage, facilitate and regulate working of professional engineering bodies for creativity and as custodians of engineering under the umbrella of the Council.
PEC & Government • PEC interacts with the Government, both at the Federal and Provincial level by participating in Commissions, Committees and Advisory Bodies. PEC is a fully representative body of the engineering community in the country. • PEC has also been providing support to the Government in conducting technical enquiries and recommending remedial measures on the subjects referred. • Over the years, the Pakistan Engineering Council has become an influential voice, which speaks for the engineering profession as a whole in the country. It forms an effective bridge between Government, industry and education.
PEC Engineering Accreditation and Quality Evaluation Committee It is heartening to note in this context that the PEC EA&QEC has brought out much needed Manual for Accreditation (2007), which consists of four Sections: The Accreditation Process: For propagation of the concept involved in accreditation to all the stakeholders of technical education. Criteria and Weightages: Outlining the evaluation policy as well as its methodology for the benefit of all institutions seeking accreditation of their ongoing and new programs. Accreditation Performa : To enable the institutions seeking accreditation of programs to provide the necessary information. • Accreditor’s Manual: To assist the Visiting Teams in the discharge of their responsibilities.
Continuing Professional Development • Continuing Professional Development (CPD) or Continuing Professional Education (CPE) is the means by which members of professional bodies maintain, improve and broaden their knowledge and skills for developing personal qualities required in their professional lives. • Pakistan Engineering Council under its Act has mandate for introducing and ensuring continued professional development activities amongst its growing community of engineers and has devised a comprehensive framework titled Professional Development of Engineers (Bye Laws – 2008) approved by the Government of Pakistan. • The main objective is to develop competence and ability of engineers for the application of theoretical knowledge to practical situations and to evolve innovative solutions to real life problems while adhering to professional ethics and acquisition of a broader understating of their obligations to society.
