  3. Discuss • What do we mean by ‘empowerment’? • What would empowerment look like in your context?

  4. An Empowered System An empowered system is one that grows stronger and more confident, working in partnership to lead learning and teaching that achieves excellence and equity for all learners. Empowerment and collaboration for improvement happen at all levels in an empowered system. The jigsaw reflects eight key partners who work together in an empowered system to improve outcomes for children and young people.

How has this come about? • Education Reform Joint Agreement between Scottish Government and local authorities (COSLA) published in June 2018. • The joint agreement aims to support empowerment through collaboration rather than legislation. • Actions being taken forward by the School Empowerment Steering Group chaired by Gayle Gorman in capacity as Chief Inspector of Education for Scotland.

Who is represented on the Steering Group? • Association of Directors of Education in Scotland (ADES) • Association of Headteachers and Deputes in Scotland (AHDS) • Convention of Scottish Local Authorities (COSLA) • Education Scotland (ES) • Educational Institute of Scotland (EIS) • General Teaching Council for Scotland (GTCS) • National Parent Forum Of Scotland (NPFS) • Scottish Government (SG) • School Leaders Scotland (SLS) • Society of Local Authority Chief Executives (SOLACE)

Workstream 1 - Empowerment of Schools • Guidance to support empowerment for each section of the empowered system diagram published as agreed drafts, including the Headteachers’ Charter for school empowerment. • Development of each section of the guidance has been led by relevant partner organisations in consultation with stakeholder groups. • Guidance published as agreed drafts until June 2020 and feedback is welcome until the end of March 2020. https://education.gov.scot/improvement/learning-resources/an-empowered-system
