CRITERIA FOR SELECTION OF TA PARTICIPANTS • Policy Level Program (IPDET) (2 officials per country) • Key officials involved with M&E Policy • Key officials involved with M&E oversight • Key officials in a policy environment • Technical Level Program (CeDRE/GMS/AFDC) (5 officials/country) • Trainers for M&E and related aspects • Cascading Principle – pyramid approach to sustainable M&E capacity • Training of Trainers (ToT) • Key Officials in the training field dealing with M&E or related aspects • Key Officials involved with M&E in their organizations • Key officials from policy guidance agencies • Continued involvement/availability as trainers for medium-long-term • Operational Level Program (GMS Countries) (20 officials per country) • Officials who are key M&E focal persons in their organizations • Officials who will be working with M&E in their respective organizations • Officials who are likely to facilitate/lead M&E in their organizations • Officials will be trained by the “trainers” from Technical level

  8. EXPECTATIONS ON COUNTRY OFFICIALS/NATIONAL CONSULTANT • Policy Level Participants • Attend the IPDET or other selected program • Be able to guide and influence M&E policies and activities in country • Be able to give some policy advice to policy makers/movers • Contribute time/effort to M&E network and knowledge base etc • Technical Level Program (CeDRE/GMS Countries/AFDC) • Attend all sessions during TA period (Dec 2007-Nov 2008) • Help identify appropriate participants for M&E down-line training • At least 20 key M&E focal persons drawn from key agencies in country • Prepared to do work during and after the training workshops • Be prepared to do some home work when they return home • Do some research work on M&E and related aspects for country • Help to build case studies relevant to M&E for their countries • Contribute time/effort to M&E network and knowledge base • Operational Level Program (GMS Countries) • Officials must be prepared to be the M&E focal persons for M&E • Prepared to share M&E knowledge & skills with other line managers • Assist with sharing and building case studies for agency/country • Help with focused research work for own agencies & countries • Contribute time/effort to M&E network and knowledge base • National Consultants (1 consultant per country) • Public or private sector officials who have good understanding of M&E • Must have substantial experience with public sector or worked in public sector • Prepared to assist with all outputs & activities for the TA
