  2. Task Force Meetings • Pivotal role for Customs • Resolution • WCO Members, intergovernmental agencies, international business associations (Incl. IMO, ICC, ICS etc.) • 100+ participants • 5 Task Force meetings - 4 meetings before Council Jun 2003 - 1 meeting on Oct 2003 2

  3. Task Force Mandate and Activities • The Council Resolution identifies 8 activities - 3 to be completed by June 2003 - 5 longer-term activities • Outputs (a “package” of measures) adopted in Council Jun 2003 3

  4. (Resolution Mandate 1) : “The WCO Data Model is re-examined to ensure it includes a standardized set of data elements necessary to identify high-risk goods” • 27 data elements to determine high risk • Included in the WCO Data Model 4

  5. (Mandate 2) : ”Guidelines are developed to assist Members in developing a legal basis and other necessary steps to enable the advance electronic transmission of Customs data” • Procedural Guidance:- Advance Cargo Information Guidelines • Legal Basis:- MAA and commentary - Draft Guidelines for the development of National Laws 5

(Mandate 3)Guidelines are developed for cooperative arrangements between Members and private industry” • Guiding principles agreed and draft Guidelines produced (Mandate 4): Promotion • International symposium and regional seminars • Promotion strategy, brochure and promotional material produced 6

(Mandate 5 & 6) : Capacity Building & Donors • Customs Capacity Building Strategy(Jun 2003) - Case for a more focused, co-ordinated and well- resourced approach - Implementation Action Plan (High-Level WG in Nov. 2003) • Customs Diagnostic Framework - Standardized and comprehensive approach to identify and address the CB needs • Consistent with poverty reduction(WB) and reform objectives(IMF) of Donors - Joint meeting with World Bank(GFP) 7

  8. (Mandate 7& 8) : Review of Customs Procedures and Data Bank of Technical Equipment • Guidelines to existing WCO Instruments amended (e.g. the Revised Kyoto Convention) • Global information and intelligence strategy initiated • New databank on advanced technology created 8

  9. Package of Measures(Adopted in Jun 2003) • Standardized set of data for Risk Assessment • Advanced Cargo Information Guidelines • High-Level Customs/business partnership guidelines • International Convention on Mutual Administrative Assistance 9

Areas Requiring Further Development • Action Plan agreed at TF 5 • ACI Guidelines • Guidelines for specific business sector • Capacity Building • Promotion • International and regional cooperation • MAA(Commentary completed in TF 5) • Authorized traders and supply chain • Intelligence strategy; model risk profiles 10

Future Activities • Task Force has been success and need to maintain the momentum created in 2002/3 * Discussion for the continuation of Task Force • Benefit from the synergy between the key players – Customs / Business / IGOs • Implementation of the Action Plan • Refining and adjusting the “package” of measures • Assisting Members to improve security and facilitation • Bring revised Kyoto Convention into force 11
