Samarbete inom Allmän och yrkesinrikad utbildning Kultur Ungdomsfrågor Flerspråkighet Idrott
Varför är vi verksamma på dessa områden? Lissabonfördraget Artikel 165Unionen ska bidra till utvecklingen av en utbildning av god kvalitet genom att främja samarbetet mellan medlemsstaterna och genom att vid behov stödja och komplettera deras insatser, samtidigt som unionen fullt ut ska respektera medlemsstaternas ansvar för undervisningens innehåll och utbildningssystemets organisation samt medlemsstaternas kulturella och språkliga mångfald. NYTT: Unionen ska bidra till att främja europeiska idrottsfrågor, och ska då beakta idrottens specifika karaktär, dess strukturer som bygger på frivilliga insatser samt dess sociala och pedagogiska funktion.. Artikel 167Unionen ska bidra till kulturens utveckling i medlemsstaterna med respekt för dessas nationella och regionala mångfald samtidigt som unionen ska framhäva det gemensamma kulturarvet. Artikel 166 Unionen ska genomföra en yrkesutbildningspolitik som ska understödja och komplettera medlemsstaternas insatser, samtidigt som unionen fullt ut ska respektera medlemsstaternas ansvar för yrkesutbildningens innehåll och organisation.
Medlemsstaterna har ansvaret för sina utbildningssystem och för sin kultur- och ungdomspolitik… …och Europeska kommissionens uppgift är att stödja och utveckla GD Utbildning och kultur

DG EAC samordnar två slags verksamhet: Politiskt samarbete med medlemsstaterna Bidragssystem inom handlings-programmen
Hälften av alla nya jobb finns inom de kunskapsbaserade sektorerna
Men 80 miljoner européer är lågkvalificerade… Detta utgör 32% av arbetskraften! År 2010 kommer personer med bara grundutbildning kunna utföra endast 15% av jobben

EUROPA 2020 STRATEGIN A strategy for smart, sustainable and inclusive growth (June 2010) Smart growth: developing an economy based on knowledge and innovation. Sustainable growth: promoting a more resource efficient, greener and more competitive economy. Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion. 11
EUROPE 2020 STRATEGY EU headline targets: 75 % of the population aged 20-64 should be employed. 3% of the EU's GDP should be invested in R&D. The "20/20/20" climate/energy targets should be met (including an increase to 30% of emissions reduction if the conditions are right). The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree. 20 million less people should be at risk of poverty. 12
EDUCATION AND TRAINING 2020 The new strategic framework identifies four long term strategic objectives (May 2009): Making lifelong learning and mobility a reality; Improving the quality and efficiency of education and training; Promoting equity, social cohesion and active citizenship; Enhancing creativity and innovation, including entrepreneurship, at all levels of education and training. 13
EUROPE 2020 STRATEGY YOUTH ON THE MOVE (“Unga pa väg”) One of seven flagship initiatives – to focus on a specific area and give extra impetus for reforms Integrated agenda for education, training and employment New actions, reinforce existing ones, focusing on: Modernise lifelong learning systems at all levels Make higher education more attractive Promote learning and job mobility Employment Framework to tackle high youth unemployment 15
