Defense Working Capital Funds (DWCF) Scope • Five Funds - Army, Navy, Air Force, Defense-wide, Defense Commissaries • Primary Businesses: Supply, Depot Maintenance, Navy R&D, Transportation, Information Services, Accounting and Finance Services, Navy Base Support • $127.5 billion in FY 2010 obligations
Other Revolving Funds • Five other Revolving Funds: • Pentagon Reservation Maintenance Revolving Fund • Buildings Maintenance Fund • National Defense Stockpile Transaction Fund • Armed Forces Retirement Home Trust Fund • Surcharge Collections, Sale of Commissary Stores, Defense
Other Revolving Funds - Continued • $829 million in FY 2010 revenue in Pentagon Reservation Maintenance Revolving Fund (PRMRF) • $196 million in revenue in National Defense Stockpile Fund in FY 2010
Defense Working Capital Fund Cash • Cash is still volatile • Since Supplemental funds for War Reserves Materials and pre-positioned stocks do not outlay until 12-18 months after obligation, some may see that DWCF has a resource to give • Fuel prices are still a concern (flexibility issue) • The high point for price was $145.29 on Jul 3, 2008 • Then the price dropped over $100 per barrel in a five month period • Apr 10 - Apr 11: low of about $68 and currently trading at $108 • The uncertainty of appropriations passage will influence some workload extending into next year

Changes • DISA Communications took 40,000 rates and reduced to 20 as part of GIG-BE • Execution year rate changes?? Fuel? USTRANSCOM? Depot Maintenance?
Effects of War • FY 2010 expenses were $127.5B, compared to $75.1B in FY 2001 • Current estimate for FY 2011 is $128.7B • Not all business areas increased, but most did • Financed primarily through customer appropriations
