From the beginning of OPTIMA project, we tried to create an interactive participation of the stakeholders and all the actors involved in water issues • Almost all the stakeholders having an interest in sustainable water management were in a first step identified • In a second step, we created a local network of the stakeholders
Once identified, the set of the stakeholders was contacted by means of an official letter which invited them to join the participatory process • After sending the letter, we sent them the issues questionnaire. Unfortunately, we got only few replies (absence of implication in the project? misunderstanding?...) • The statistical analysis of these replies have shown a problem statement with clearly identified « priority issues »
Then we invited all the stakeholders to take part in the local workshop • 28 of them joined the workshop held on May, 3rd 2006 (from different national institutions) • We expressed after a brief presentation of the project, all our needs and expectations from all the actors, in order to reach all the OPTIMA objectives • The OPTIMA team prepared and distributed among our local partners some guidelines to a participatory approach
Thanks to the help of IRMCo and the active participation of involved stakeholders relevant water issues were identified • We invited our partners to fill out the water issue questionnaire to establish a comprehensive inventory of possible issues • The baseline scenario was discussed, and modified thanks to new and pertinent data, ideas and indicators given by the stakeholders

We found some alternatives which were accepted by all our partners taking into consideration « the conflicting demands » • We also distributed posters prepared jointly by IRMCo and CNT • After the workshop we wanted to complete and update the stakeholders data base with the necessary information collected • Unfortunately, we haven’t been able to implement the activity report field (problem with our browser). • We also collected thanks to our stakholders many pertinent data needed for the water technology data base, but because of many problems incountred with our browser, we weren’t able to implement them
Thanks to the first participatory workshop, we obtained a core group of 7 local stakeholders. We constituted a steering committee with members from: - The National Water Exploitation and Distribution Company (SONEDE) • The Tunisian Union of Agriculture and Fishery (UTAP) • The Regional Commissariat for Agriculture Development of Ben Arous • The North Waters Exploitation Company (SECADENORD)
- The National Centre for Agricultural Studies (CNEA) - General Direction of Dams and Large Hydraulic Works (DGBGTH) - The National Sanitation Board (ONAS) • Thanks to the help of this restricted committee we realised some comparisons of the performance of the Baseline Scenario for the Melian basin with alternative scenarios
Since the last meeting in Vienna and the local workshop, we multiplied the meetings with many stakeholders and mainly with the steering committee members • We had periodic meetings (every two weeks) both in CNTD and in the personal offices of our partners • As we worked in a very close cooperation with the steering committee, we obtained many raw data of: • Water demands • Economics data :costs, benefit, investments…
with these data, we updated the WRM • We organised on December 7th a meeting with all the members of the steering committee • We are now waiting for their feedback concerning • more economic data (the accuracy of some of these data could be lower than what is required in the models!!!)
Planned Work • Building and Running Optimisation scenarios • Discrete multi-criteria analysis • Organising the final stakeholders meeting • Dissemination of experience and results at a local and international scales.
