Doesageingincludewisdomperspective? (silvercolor) Ageingandsomeaspectsofthequalityoflife Shouldtherebe a stateageingpolicy? ShouldtherebeUnionAgeingPolicydeveloped? WhatperspectivesshouldtheAgeingpolicyinclude?

Twodecades - politicaldebate, researchanddevelopmentofthepublicopinion Theageing process concernschildren, youth, middlegenerationand it shouldbeanalyzedinrelation to other periods oflife. 3 groups – seniors, middlegenerationandyouth. Fromsharedresponsibility to competitionandevenconflicts. Intergenerationalsolidarity. Theconcept “senior”, olderperson, emphasizesthatageingis a lifelong process thatincludesbiological, physical, psychologicalandsocialchanges. Oldage - it doesnotstartwithretirement, personcanbeactivefordecades. Classification (4 groups, Koskinnen, 1998)

  4. Ageingsociety Societyisregardedasagedorageingsocietyifmorethan 7% ofthepopulationisolderthan 65. It is a dominatingtendencyinsomecountries (EU, Australia). Theyoungergenerationdecreasesfrom 31% to 27% by 2015. Thenumberofpopulationisdecreasingbefore 2015 inthe EU (Walker A.) Theoldergeneration (65+ ) essentiallyincreasesinthe EU. Cohort 80+ reaches 9% by 2020 (incomparsion to 3.9% in 1995). Theaverageageofpopulationreaches 44-50 Thistendencywillcontinueforatleast 2 decades. Thatmeansthataneffectivesocial (ageing) policyisnecessary.

  5. Is ageing workforce regarded as a high profile problem? Actors involved in theissue include: - Government; • NGOs that represent older people, • research organisations and media, • Social partners – employers’ representatives and trade unions – have been only marginally interested at the national level.

  6. Ageingpolicy (LV) • Familyandenvironment • Healthcareandsocialwelfare • Education, culturalactivitiesand sports • NGOs • Regionalandinternationalcolaboration

  7. Workforce EU, Australia, USA – workforceageing, fasterthanthegeneralpopulation (3,5 yrs f/t, 5,6 yrs F f/t). Reasons (education, femaleemployment). Ageingineducationsector. Averageageisthehighestamongthesectors (43.4:38.6 yrs). Mostrapidlygreyingsector (onaverage 2.8yrs older , ineducation +5.2yrs). OECD study: teachers 50+ (10-20 % Korea, Pt, Au), 24-27% - UK, Sw, 31-35% NZ, No, F, Nl; 39+% Se, It, De USA (SASS study) curvewithtwopeaks - youngandoldteachers

  8. Consequences, problems Theeconomicalconsequencesaredifficult to predictbecauseolderworkersinthefuturemaynothavethesamecharacteristicsasolderworkerstoday. Theageingoftheworkforcecouldslowdowneconomicgrowthperformance. LF participationratesfallafterage 54, thereforeolderforkforcehaveloweraveragerateofparticipation. Supplyproblemsinfutureasanincreasingnumberofteachersreachretirementage. Unlessolderteacherscanbepersuaded to stayinthe LF, labourshortagescouldoccurresultinginincreasedpressureonwages. Riskofdiminuitioninthequantityandqualityofservices. Costimplicationsforschoolbudgets (USA study) andstatepensionsystems

Healthandhealth risks Illnessesrelated to ageingingeneral (the most frequent chronic conditions – hypertension 26%, artritis 24%, respiratorydiseases 20%, Occupationaldiseases (back, voice, burnout, psychologicalproblems) Risks forteachersofparticularsubjects (PE) Servicepensions. Earlyretirementpensions? Prosandcontras? Doesyoucountryhastheservicepensionsystemforteachers?

  10. Retirementandfinancialsecurity Retirementageforteachersinthe EU variesfrom 55 to 70. Verydifferentpensionschemes WhatistheretirementageatyourcountryandwhatarethemaincharacteristicsofpensionschemeforteacersthatotherUnionscouldlearnfrom?

  11. Yourexperience Doesyourcountryhasanageingpolicy? Whatarethemainfeaturesofthatpolicy? DoesyourUnionhasanageingpolicy? Themainfeaturesofthatpolicy? Is it necessary to develop a Unionageingpolicy?

  12. Careoffamilymembers Takingcareofolderfamilymembers (Walker) increasingfemaleemploymentis a factorthatdecreasethepossibilityoffamilycarebecausefactorsbecausemainlywoemnarethecaretakersoftheelderly.
