What is Happening on the State Level? • Some degree of energy efficiency program in all states • Existing federal standards, building codes, appliance & equipment standards • Legally mandated energy efficiency targets in 15 states • Energy Efficiency Resource Standards (EERS) • Statewide mandates that set targets for energy efficiency programs run by utilities • Often integrated with state renewable portfolio standards (RPS) • Increases likelihood that energy efficiency programs will reach scale to reduce emissions and avoid capacity problems
