U.S. Marine Corps Forces, PacificExperimentation Center (MEC) • Introduction: • Parent Activity: U.S. Marine Corps Forces Pacific • History: Established in 2001 • Purpose: Support MFP and PACOM community Experimentation and Assessment Requirements • Location: Camp Smith, HI with satellite locations at Kaneohe Bay, HI and 29 Palms, CA Services: Planning and executing operational tests, demonstrations, experiments and Military Utility Assessments • Core Competencies: • Facilitate Warfighter Access • Conduct Operational Assessments • Provide Technology Program Management • Product: Operational Feedback • Operating Philosophy: • Warfighter pull – Efforts based on MFP and PACOM warfighter requirements • Experiment as we exercise and operate • Act as honest broker – no technology bias • Minimal intrusion on operational forces • On-Going Experimentation Efforts: • Cobra Gold 11, Balikatan 11, Crimson Viper 11, Talisman Saber 11 Technology Experimentation • Military Utility Assessments for • ACTD/JCTDs and other DoD sponsored • technology programs We Help the S&T Community Help The Warfighter
Urban Operations Collaborative Framework (UOCF) • USPACOM and the Ministry of Defense (MINDEF)/Singapore Armed Forces (SAF) technology collaboration • Explore and demonstrate capabilities for urban operations in Peace Keeping, Homeland Defense and HADR scenarios. • Conduct the first of two UOCF demonstrations in Singapore within the next 12-18 months, depending on operator and technology availability.
Urban Operations Collaborative Framework (UOCF) • Capability Shortfalls • Ability to see through walls • Ability to determine combatants from non-combatants • Rapidly set up communications capable of use by military and civil organizations • Need faster sensor and response loop • Ability to tracking moving objects across multiple sensors / platforms • Need improved blue force tracking across all partners, tailored to the urban environment– down to individual • Ability to effectively conduct information operations campaign
Asia Pacific Information Exchange (APIX) Objectives • Benefit both the U.S. and its partner nations • Serve as a platform for information exchange and collaboration • Support PACOM’s overall strategies and goals in the AOR. • Support future efforts to conduct joint research and development by enabling scientist to scientist and engineer to engineer interactions • assess and validate new technologies • provide a forum for discussion, collaboration, and information exchange throughout the PACOM AOR.
