INFOBIOMED: Consortium Agreement NoE • Purpose: • To supplement the provisions of the EC Contract • To settle aspects regarding Network management, organisation of the work and financial aspects. • Network organisation: • Network Steering Committee (NSC) • Co-ordinator (Coord) • Network Management Office (NMO) • Work Package Leaders (WPL) • Activity Leaders (AL) • Scientific Council (SC) • Ad-hoc committees: training and mobility, gender issues, etc.
INFOBIOMED: Consortium Agreement NoE • NSC: • Gathers all NoE partners. Chaired by the Coord. • Highest authority with respect to the NoE. • Takes decisions relating to the overall NoE strategy and development: • approval/revision of Plan of Activities, • of administrative and financial aspects, • approval of deliverables, • acceptance of new partners, • establish ad hoc committees, • Meets at least once every 6 months. • The NSC will be entitled to take decisions if 3/4 of the partners attend the NSC meeting. • Decisions: 1 vote per partner, 2/3 of attendants constitutes a quorum.
INFOBIOMED: Consortium Agreement NoE • NMO: • Follow-up and monitoring of compliance with Plan of Activities. • Management tasks: financial, risk management, internal communication, conflict resolution, meeting organization, minutes, knowledge and results management. • Liaison with EC Project Officer. Timely deliver of network deliverables and milestones achievement. • Administrative and financial reports. • NMO composition: • Network manager • Financial manager • Communication and Exploitation manager
INFOBIOMED: Consortium Agreement NoE • WPL: • Responsible for day to day management of the work to be done in a specific WP. • Produce the NoE deliverables and deliver them to the NMO. • Prepare a budget assignment proposal for their WP every 6 months. • AL: • Responsible for day to day management of the work to be done in a specific Activity. • Reports to WPL and contributes to relevant deliverables.. • Liaises with external parties participating in the NoE. • SC: • Composed by NoE members and/or independent experts. • Consultative functions.
INFOBIOMED: Consortium Agreement NoE • Responsibilities of the partners: • Comply with the tasks assigned in the Plan of Activities. • Notify the WPL (or NMO) of any delay or problem likely to affect the success of the NoE. • Use reasonable endeavours to ensure the accuracy of the information supplied to the NoE. Financial provisions
INFOBIOMED: Consortium Agreement NoE • Intellectual Property Rights: • Definitions: • Pre-Existing Know-How • Knowledge • Access Rights • Pre-Existing Know-How (PEKH): some partners have listed PEKH excluded from access rights. • Ownership of knowledge: knowledge arising from work carried out within the NoE will be the property of the partners carrying out the work leading to that knowledge. • In case of joint work from several partners, there will be joint ownership. • Protection of knowledge: each party producing knowledge is responsible to protect such knowledge.
INFOBIOMED: Consortium Agreement NoE • Intellectual Property Rights: • Access rights: • All access rights needed for the execution of the work assigned will be granted on a royalty-free basis. • Access rights to PEKH will be granted on fair, non-discriminatory market conditions. • Publication: • Common interest in publishing the knowledge resulting from the NoE. • All written or oral public disclosures will reflect that they have been developed within the NoE. • Obligation to inform the partners, via the Coord, of an abstract of the publication prior to submission or to public disclosure.
