Tsarist Russia!!! Russia was one of the last countries to have this form of autocracies in the world. The only two restrictions for the tsar was the close/firm hold the Russian Orthodox had and the law of succession. Russia had no constitution, no elected representative assembly, and no democratic processes within the national government, no high court or court of appeal that could examine or restrain the tsar’s laws. Tsar was the highest power, NO EXCEPTIONS!!! Tsarist government was the tsar would have proclamations or any kind of decree and you did not question it. And their "entourage" would agree with the tsar whether they agreed with or not! The tsarist government did have other political positions, but they had little power over the tsar. Plus, the tsar hand-picked these people. Of the groups you had the Senate (Russia's highest court), Holy Synod (council from Russian Orthodox Church), and the Council of Ministers. The Council of Ministers were of more political importance since these were the people that were hand-chosen from the tsar himself. Since the tsar could easily step someone down from the council, many of the ministers would tell the tsar what he wanted to hear instead of what he should of known in his country. You had different groups that supported the groups such as the Black Hundreds, Bureaucrats, and the Yellow Coats. Others came later in support of the tsar, after the tsarist government started to fall apart.
Communist Russia!!! The government would own land and products. They would control everything, and the rest would work in industry and agriculture. Everyone would have the same pay as everyone else. This would hopefully bring peace of mind that everyone was equal. Everything would run much more smoothly, like industry for example. No one would question if they were getting "ripped off." Unfortunely, Stalin changed the way communism was supposed to be run. He would give more money, and perks to the hard workers. Where everyone was equal finically, it changed because he wanted to see more production to help the economy. Communism did change overtime. Eventually, all the countries in the USSR wanted to be free and become a Republic. This ended the communism in Russia.
