Where we are going . . . • A transformed Internet • universal – available to everyone • ubiquitous – embedded in everything • mobile – accessible anytime and anywhere • personal – more choice, more customization the very contrary of commoditization • participatory – platform for self-expression • perhaps even semantic • An unprecedented global tool improving the quality of life for all Even so, we can only anticipate the outlines. We cannot know what new innovations will be, how they might affect our lives, or what consumer needs they might drive.

What we need to keep moving forward. . . • to bring more broadband to more people in more places • to make our broadband networks • Enormous new investment • Spectrum • Participation, gaining user acceptance and subscription • Innovation • Financially healthy ecosystem • mobile • reliable • smart • secure • capable • Spectrum • to support new capabilities • to support multiple competitors • internationally harmonized to reduce cost, facilitate roaming

What we need to keep moving forward. . . • Participation, gaining user acceptance and subscription • Use is affordable and accessible • broadband access and user equipment are affordable • users have clear and understandable information about what they are buying • users have prerequisite training or knowledge • User privacy is protected • users know and consent to • the information that is being collected • how their information will be used • user information is secure • Users, particularly children, are safe • Lawful and desirable content is available

What we need to keep moving forward. . . • Innovation throughout the ecosystem, by everyone – • Financially healthy ecosystem • to make the necessary investments • pursue innovation • maintain affordability • network providers • content providers • applications providers • equipment providers • end users

What are the policy enablers . . . • Competition throughout the ecosystem • Stable, predictable, tailored, and harmonized regulations that: • allow providers the freedom and incentive to • operate efficiently, provide quality service, spread costs, and innovate • explore new service models • allocate necessary spectrum • Privacy and Transparency • Cybersecurity • Other Questions (e.g., content, universal service subsidy, consumer education, etc.)

How does the current Framework address these issues . . . • AT&T experience is positive • We value: • commitment to open markets and ease of market entry • technology neutral regulation • reliance on competition law principles as basis for intervention • built-in deregulatory mechanisms and flexibility • emphasis on protecting privacy and principle of user control/consent • early recognition of the importance of cybersecurity • A best practice model • Still scope for improvement – as now being addressed by Review

  11. Closing thoughts • The Framework Review is answering the call, but • the technology is emergent • big challenges remain • Focus should be on policy enablers • addressing user concerns • promoting investment, innovation, and competition
