PUBLIC SECTOR REFORM Republic of Kazakhstan is adopting an incremental, long-term approach to developing public policy education. Graduate level public policy education in Kazakhstan will support the government’s vision for a new public service model for the country. It aims to create a national elite of top public sector leaders who will be well versed with the best available knowledge and skills in public policy making and management. These leaders are drawn from all levels of the Kazakh administration and will occupy central government as well as regional and local government positions.
MISSION, AIMS AND OBJECTIVES Mission Educating the pool of civil servants of top management level Aim Training the new generation of managers that are able to develop Kazakhstan up to the level of most competitive countries in the world and effectively implement objectives that are set by the President N.Nazarbayev Objectives: • creation of a specialized educational institute for training the civil servants of higher level; • development of educational programs according to professional profiles of the higher level management; • organization of training management personal to get complementary higher education in public policy and public administration; • organization of the procedure for national and international recognition of NSPP
PARTNERSHIPS The National School of Public Policy in Kazakhstan has been established by the Decree of the President №698 from 28.11.2008. First joint program of Executive Diploma in Public administration and Management (EDPAM)was launched in September 2009 in cooperation with the Lee Kuan Yew School of Public Policy in Singapore (LKYSPP). NSPP cooperates with the leading public policy schools in the world such as the Lee Kuan Yew School of Public Policy in Singapore (LKYSPP), the Netherlands Institute of Public Administration (ROI), Finnish Institute of Public Policy and London School of Economics (LSE).
ADMISSIONS • Political and administrative civil servants from the highest management level; • Holders of higher education diploma with overall average grade not lowerthan 4.00 out of 5.00 points; • Work experience in civil service not less than 5 years and in executive position for 1 year; • Suggested age up to 40 years; • Knowledge of the Kazakh, Russian and English languages/ level Intermediate; • Reference and assignment from the working place, signed by the first manager. The enrollment of candidates from other sectors of economic is regulated according to the requirements of the Statute of the personnel reserve for the political public service (Decree of the President of RK from 4.12.2003 №1243)
MASTER OF PUBLIC ADMINISTRATION • Obtained degree: Master of Public and Local Administration, Executive Diploma in Public administration and Management • Program duration: 1 year. • Languages of study: Kazakh, Russian, English languages. • For students additional intensive language courses (English, Kazakh, Russian) are organized which are focused on the development of written and oral speaking. • The EDPAM designed by LKY School of Public Policy to meet the needs of mid-career public officials in Kazakhstan. The courses reflect the context and learning styles of Kazakhstan-based public sector officials.
GOALS OF THE PROGRAM • Equip the participants with the analytical tools and techniques for evaluating and analyzing policy issues; • Expose the participants to the best practices in public policy and management; • Understand the critical issues related to sustainable development, resource management and globalization; • Appreciate the complex relationship between political institutions, local governments, civil society and economic development; • Develop leadership and problem solving skills; • Develop the ability to communicate affectively and work in teams.

FACULTY • The Faculty of National School of Public Policy consist of: • Teaching staff from prominent political scientists of Kazakhstan; • The faculty representatives of partner Schools; • Famous professors of the foreign universities; • Experts of Public Administration; • Executives of National companies and international organizations; • Foreign Diplomatic representatives.
SEVENCOMPETITIVE ADVANTAGES OF NSPP • Educational programs are based on the profile of professional activities and include the information of personal competence of executives (akims, ministers); • Graduates will speak Kazakh, Russian and English languages on advanced level; • Graduates will possess applicable knowledge (in Law, Economics, Politics, Public Administration), as not less than 50% of programs will teach Experts of Public Administration of the Republic of Kazakhstan; • Application of advanced international education programs to get and Diploma of Master of Public and Local Administration (Kazakhstan)andExecutive Diploma in Public administration and Management (Singapore); • More that 50% of Teaching personnel have PhD or Candidate of Science; • Graduates will have social capital necessary for promotion of future politician (state, business, civil sector); • Graduates will be recommended to be enrolled in Political administrative reserve.
DIRECTOR OF THE NATIONAL SCHOOL OF PUBLIC POLICYSAYASAT NURBEK Graduated from Eurasian National University named after L. Gumilyov in International Law (honors diploma); completed FSA Undergraduate Program in Marshalltown Community College, USA; Philosophy, Ethics and Social Communications Research Scholarship in the Institute of University Cooperation, Rome, Italy; 2nd level Master degree in Geopolitics and Global Security, University of Rome - La Sapienza, Rome, Italy (honors diploma). Accomplished skills upgrading in the Notre Dame University, USA; Civil Service College, Singapore; AESI – European Association for International Studies, Rome. Sayasat has extensive background in Kazakhstan civil service, National holding companies and Kazakhstan’s SWF “”Samruk-Kazyna”. As Head of HR Policy Sector of Administration of the President of the Republic of Kazakhstan he was involved in public administration and civil service education reforms. He was later appointed as Vice-Rector for science and international cooperation of the Academy of Public Administration under the President of the Republic of Kazakhstan. He was appointed as Director of National School of Public Policy on Sept.1, 2009.
