  2. INTRODUCTION • The Government of Khyber Pakhtunkhwa has embarked upon comprehensive reforms program to bring robust management and positive changes in all sectors of the government. The Government’s endeavor aims at transforming the government to a real service to the public. In order to achieve this purpose, the Chief Minister has asked for constitution of separate Working Groups for the departments. The Minister-in-charge will be the Chairman of the Working Group while the Administrative Secretary will act as its Member/Secretary. The Department in consultation with the Minister-in-charge may also co-opt other members including members of National & Provincial Assembly and experts in the relevant fields.

TORs • To review the Governance Structure and monitoring mechanism and make suggestions for improvement. • To formulate set of recommendations for promotion of the research linked with industries. • To devise a mechanism for participation of academia in policy formulation. • To assist the Department in enhancing quality of college education and to make it more purposeful and utilitarian. • Any other function.

  5. SUB WORKING GROUPS • The group will be divided into a number of sub groups according to the areas/ ToRs. Keeping in view the demand of each area/ToRs experts will be co-opted from all over Pakistan. • If a working sub group agrees that important matters need attending between the scheduled meeting dates for the working group, out of session consultation can be called. If this occurs, the out of session consultation must include the independent facilitator and a quorum for other members and records must be kept out of session procedures and outcomes.
