  2. Welcomereception Peter Leisink: I hope very much that the open atmosphere of our academic community will stimulate you during the presentations and debates in the days to come.

  3. Deirdre Curtin: One of the participants has written of the improbability of transparency and also of secrecy. But this conference is also improbable in another sense! Little did Albert, Stephan and I plan or imagine one year ago in Newark that we would be hosting in Utrecht the second conference

  4. Opening session Albert Meijer: We wanted to organize a small and focused on conference with people who know a lot about transparency and want to discuss transparency with other scholars. (...) We have done our best to create that environment and in the next two days we will see whether this environment has indeed been created.

  5. Keynote: European OmbudsmanMr. Diamandouros Transparency and openness are key elements in maintaining and deepening trust. Transparency creates a level-playing-field for citizens to engage in a dialogue with public authorities.

  9. Conference Dinner Albert Meijer: When Utrecht University was founded in 1636 it was given the Auditorium by the city. It was used for lectures then and women would have to sit in the back behind curtains.

  10. Panel sessions Tony Bunyan: The Commission's register of documents is a disgrace. Who polices the Commission? Sofia Marques da Silva: Sunlight may be the best disinfectant however not all sun-rays have beneficial effects. Transparency only becomes a tool for accountability if it is 'clear'.

  11. Panel Sessions Alessandro Spina: A hacker was asked by David Cameron to join the Open Government Unit. Marco Bani: Stopping Wikileaksis trying to drain a river with a straw.
