Newcastle CYPP 2011-14 • No longer a statutory requirement to produce a Children and Young People’s Plan, so no prescription about what it must contain • The Newcastle Children and Young People’s Plan (CYPP) 2011-14 marks a new era for the partners who are committed to work together within the Children’s Trust to improve outcomes for children, young people and families • This is the second part of the two-stage consultation process on the CYPP following extensive consultation in 2010 to develop the vision and priorities
New approach • Agreed to continue to produce a strategic plan to set out our priorities, with a focus on how we will work together in partnership to make a difference • Our new plan sets out the strategic actions that we will take as a Children’s Trust Board. • Detail of the work that individual partner organisations will undertake to improve outcomes are set out in those organisations’ own plans and documents
Three Priorities Following extensive consultation in 2010, three overarching priorities that we will focus on for the next three years were agreed: • SAFE – Keeping children and young people safe and supporting families • EQUAL – Reducing inequalities and promoting equality • ACHIEVING – Raising aspirations, achievements and opportunities
Consultation process • This consultation focuses on: • The draft strategic actions proposed by the Children’s Trust • The draft indicators and performance measures that will be used to assess whether we are improving our priority outcomes
SAFE – Keeping children and young people safe and supporting families Outcomes: • Children and young people are protected from violence and neglect • Children and young people are safe and feel safe in their communities where they live, go to school, play and work • Families, parents and carers are supported when they need it most
SAFE – Keeping children and young people safe and supporting families Our strategic actions as the Children’s Trust: • To bring universal, targeted and specialist services together to build more effective support pathways for children, young people and families when they need it most • To work with Safe Newcastle and the Newcastle Safeguarding Children Board to reduce levels of domestic violence or domestic abuse
EQUAL – Reducing inequalities and promoting equality Outcomes: • The impact of poverty on children and young people is reduced • Children and young people who are vulnerable or have additional needs achieve the best possible outcomes • Health inequalities are reduced, particularly child obesity and teenage pregnancy
EQUAL – Reducing inequalities and promoting equality Our strategic actions as the Children’s Trust: • To implement the Child Poverty Strategy and Action Plan • To ensure that the needs of children and young people are central to future NHS and wider public sector reform • To reduce inequalities by targeting our resources in proportion to need, with the greatest emphasis on those with the greatest needs and vulnerable groups
ACHIEVING – Raising aspirations, achievements and opportunities Outcomes: • Children and young people achieve their learning potential • Young people behave positively and keep on the right track • Young people develop into skilled, responsible and independent adults • Children and young people enjoy their lives and have access to opportunities, culture and activities
ACHIEVING – Raising aspirations, achievements and opportunities Our strategic actions as the Children’s Trust: • To support educational reform, where this improves outcomes, and further raise standards by challenging and protecting interests of children and young people • To support and challenge young people, especially the most vulnerable, to access learning and employment opportunities in order to gain the necessary skills and attributes to succeed in education, training and the world of work • To be participation champions, and encourage all organisations to engage and involve children, young people, their parents and carers in decision making about their local area and the services they receive
Measuring progress and performance • Streamlined performance management arrangements for the Children’s Trust are being developed by the Performance and Resources sub-group • For each outcome, a number of “measures of success” have been proposed and are being consulted on • We will also be collating evidence of “what works”
What is your role? Identify what your organisation or service contributes to the Children and Young People’s Plan priorities and outcomes Is this reflected in your plans or bids for funding? Can you demonstrate that what you are doing directly contributes to improved (customer) outcomes? Contribute to ongoing developments through Children’s Trust Board and sub-group representatives
What next? • Respond to the consultation on the draft plan • Do you agree with the proposed strategic actions and the measures of success? Suggest others if you don’t • Develop the performance management framework and identify how all partners can contribute further, e.g. through case studies to support the CYPP evidence base • Draft CYPP and on-line consultation questionnaire available from 21 March at www.newcastlechildrenservices.org.uk
