联合国会场 (UN System) • 在某一特定时间轴上的虚拟“联合国世界” • 四个联合国及相关机构组成,分别关注议题的不同方面 • 学术指导周期性更新---“局势中心” • 委员会进程、局势进程、重大新闻、各方评论、公开协定、危机消息等。 • 代表团与大使 • “代表团制度”要求代表们保证代表团工作顺畅、立场一致。 • 文件形式多样,多渠道博弈 • 双(多)边协定 • 政策建议

Board of Directors • Information Center (News Update) • Respond to actions of delegations with News Update • Actions: Words, Policy Advice, Agreements • Government • Ratify Policy Advice
Board of Directors • News Update Officer • Prepare possible news updates in advance • Figure out appropriate news updates during the meetings • Supervise the printing and distribution work • Permanent Under Secretary • Keep the name list and signature of all ambassadors • Receive and restore all the files (policy statement, policy advice, bilateral/multilateral agreements) • Draft responses (ratification or rejection) to the files • Draft approriate letters from the government • Liaison Officer • Keep in touch with Dais in all venues through all possible means (QQ, Fetion, Google Docs) • Keep in touch with Press and moderate the news on the paper (intentionally supply them with some statements) • Supervise the translators • Translator • Make all the files published by BoD bilingual
Dais • Dais Head • Responsible for everything in the conference • Dais Member/Assistant Director • A permanent liaison officer • Keep Dais aware of the results of files returned by Board of Directors • Restore the files sent by BoD • Announce statements from BoD • A record taker • Record the main idea of the speeches • Keep Board of Directors updated about the speeches in the conference through all possible means • Others should obey ordinary rules
Delegation Arrangement • Hope to be from the same school • Ambassador • Responsible for everything in the delegation • Ratify all the files sent to the government (i.e. BoD) • Supervise all the delegates for the same standing in all committees • Assemble delegation meeting • Get your delegation noticed topics on table in all three committees • Delegates • Obey the instructions from the government (i.e. BoD) and the ambassador
Plenary Meeting • Session 1 of UN System • Every Delegation should declare their basic standing of the topic • Two copies of Policy Statement should be submitted immediately after the session (to BOD and Dais) • A copy is suggested for Press
Policy Advice • Can be sent to the government (i.e. BoD) directly through volunteers anytime necessary when endorsed by Ambassador • Supposed to be confidential • Work as foundation of your promises in the conference • Will get result from the government when the government considers appropriate • Will be sent to Dais for reference
Bilateral/Multilateral Agreement • Can be sent to the government (i.e. BoD) directly through volunteers anytime necessary when endorsed by Ambassador • Public or Confidential • Public: will show in News Update or individually published statements when appropriate • Confidential: will not be released by BoD • Do NOT need to submit a policy advice with the same content • Decisions will be made when appropriate • Parties concerned will be noticed immediately
News Updates • Not necessarily needs to be dealt with • Some needs to be dealt with immediately • Whether to divert the topic to the news update is decided by the committee • Responses will be made to the decision • Maybe just a background update • Maybe a response to certain actions made by certain countries • Announced by the permanent liaison officer in the committee

Miscellaneous • Point of Personal Privilege is not required for leaving the venue • Only for emergencies • Or for such things as turning on the air-conditioner • Page still needed, a report will be required (2 reasons) • Ambassador privilege • At least one volunteer should always be assigned only for liaison officers (whether in committees or BoD) • Volunteer Training • 吐槽 allowed (last 5min in each session)
