EDUCATION (BET) • CONTROL ASSUMED BY PROVINCE IN 1998 • STILL WIDE VARIATION ACROSS MUNICIPALITIES • CURRENT POLICY IS TO HAVE A COMMON RATE OF 1.52% BY 2014
