Quality in PA Education:Who should Drive? Professional Organizations? International Conference on Quality in Public Affairs Education Dubai, UAE, December 7-9, 2007 dr. Theo van der Krogt EAPAA secretary-general
Developments in Europe • National accreditation systems • Most at program level • Common framework (ENQA), but differences in details • License and financial implications
Organization of the accreditation • In most countries: government linked agencies (compulsory) • In a few countries: free market; commercial organizations, both 'local' and international • instructions for the self-evaluation, • organization of the site visit, • preparation of the evaluation report and decision
Bureaucratic burden • Amount of programs is great > bureaucratic burden + costs • Efficiency > combined processes for several programs of one faculty • One site visit team for all programs > loss of professional/peer participation > less attention for program content
Developments • Towards institutional accreditation • ?? Consequences for quality assurance of program content • Opportunity for international professional/peer evaluation
Cooperation with practitioners • Absolutely necessary • Who takes the lead? Depending on aim of program
My personal ‘ideal’ future • National accreditations of institutes or faculties with focus on: • educational policy, personnel policy, facilities, student participation, stakeholder involvement, quality assurance, and so on • Condition: international peer evaluation/accreditation of program content • links to educational policy, personnel, stakeholder involvement, quality assurance
