CMEP - TASK COMPLETED • Agenda item: 2d • GUIDANCE on CHEMICAL MONITORING of SEDIMENT and BIOTA UNDER THE WATER FRAMEWORK DIRECTiVE • Version no: 6 Date: 13 May 2010 • Leaders of the Activity: France (Ineris), Italy (ISS/Min Env and CNR-IRSA), EC JRC • The Water Directors are invited to: • discuss and endorse the final version 6 during the meeting in Spain on 27-28 May 2010, so that a final edited version can be made publicly available. • Coordination Group: • Valeria Dulio (France/Ineris), Mario Carere (Italy/ISS), Georg Hanke (EC,JRC), Stefano Polesello (Italy/CNR-IRSA), Madalina David (EC,DG ENV), Caterina Sollazzo(Italy/Ministry of the Environment)
CMEP • Task 3.1 B:Case studies on statistical methods for assessing compliance (MAC percentiles) • This task has been presented by UK (John Batty). An exhaustive presentation was given and additional documents were provided. Need for approval and endorsement. WG E, 24-25 june 2010
CMEP • Task 3.1 C • Case studies on implementation of QA/QC Directive • Envisaged deadline: End of Mandate (2012) – continuous activity. • Main objective of this task is to update WG E on the progress on implementation and of the QA/QC directive as well as encountered difficulties on Member State scale. A series of up to three typical case studies should be investigated and presented. It was agreed by MS in Rome that approaches for deriving uncertainty of measurements are needed. WG E, 24-25 june 2010
CMEP • Task 3.1 D Comparison of monitoring approaches among EU Member State Laboratories (CM on-site Exercises). • The activity foresees the organisation of exercises through the JRC in collaboration with national laboratories Scope of the events is the comparison of available techniques among Member State laboratories. The discussion of results from previous exercises and the joint planning of future events is envisaged. Thematic areas requested by Member States are, beside the direct comparison of monitoring approaches for WFD priority substance compliance checking: comparison of sampling approaches, passive sampling approaches and the use of screening techniques. • The campaign 2010 will take place in autumn 2010 and is organised in collaboration with the Dutch Rijkswaterstaat Centre for Watermanagement. WG E, 24-25 june 2010
CMEP • Task 3.1 E • Status report on the availability of laboratory intercomparisons, reference materials and other tools of quality control. • The activity shall inform WG E about the availability of suitable analytical quality control measures such as laboratory intercomparisons and (certified) reference materials in support of the implementation of the WFD monitoring requirements. Special attention should be given to the new set of priority substances, sediment and biota as well as river basin specific pollutants. WG E, 24-25 june 2010
CMEP • Task 3.1 F • Report on progress of execution of Mandate M 424 on standardisation for existing PS and new standardization needs for new priority substances. • Envisaged deadline: End of Mandate (2012) – continuous activity. • The activity is assigned to CEN TC 230 and does not require CMEP resources as such. Germany (IWW, Ulrich Borchers) and JRC (IES, Bernd Gawlik) ensure the liasion between CMEP and CEN TC 230. • Work on analytical methods for the new priority substances. WG E, 24-25 june 2010
CMEP • Task 3.2 A: • Summary reports on research dedicated to the investigation of emerging pollutants on a European or river-basin specific level. • This activity is coordinated by NORMAN and aims to anticipate upcoming issues regarding the research on emerging pollutants on a European and river-basin specific level. WG E, 24-25 june 2010
CMEP • Task 3.2 B: • Summary reports on EU-wide information about levels and occurrences of emerging pollutants. • Envisaged deadline: End of Mandate (2012) – continuous activity. The activity is lead jointly by the JRC (IES, Bernd Gawlik) and the NORMAN Network. It reports directly the results of relevant EU-screening exercises as organised by the JRC or updates from the databases hosted by NORMAN WG E, 24-25 june 2010
CMEP • Task 3.2 C: • Technical reports on the use of alternative effect-based (biomarker, bioassays, EDA..) monitoring tools. • Envisaged deadline is April 2012. The activity aims at the possibility to introduce the systematic use of alternative effect-based monitoring, e.g. for the triage of relevant samples, the creation of suitable toolbox representing suitable end-points and the assessment of reliability of available tests. WG E, 24-25 june 2010
CMEP-On going Activity • Launchìng of the work-programme of the mandate 2010-2012 to be sent to CMEP Members (June 2010). Request for active contribution within 10th of July. • Link with the result of the Workshop on River Basin Specific Pollutants • Organisation of the 3rd Field Trial to be held probably in Netherland in Autumn. • First CMEP Meeting - Bratislava (Autumn 2010).
